The Maharashtra Electricity Regulatory Commission (Multi Year Tariff- MYT) Regulations, 2024 has recently proposed a draft amendment in the Time of Day (ToD) tariff slots, which would directly affect the state's electricity pricing structure. Here’s what you need to know about ToD tariffs: Time of Day tariff (TOD), also known as Time of Usage (TOU) or Seasonal Time of Day (SToD), metering involves dividing the day, month, and year into tariff slots and with higher rates at peak load periods and low tariff rates at off-peak load periods. This system is different from traditional flat-rate metering, which charges the same rate at all times. This shift, therefore encourages businesses to  🔋Adjust their usage patterns: Businesses can lower their bills by shifting high-energy activities to solar hours. 🔋Reduces strain on the grid: By spreading out demand, it eases the burden on power systems, lowers operational costs, and ensures reliable electricity.  🔋Optimise the use of renewable energy.  During the day, the tariff may decrease up to 20%, benefitting commercial and industrial clients. Conversely, during nighttime, the tariff can increase by the same amount. - Explanation of charges:  🔋Normal: No adjustment; energy is charged at the base rate. 🔋Additional charge: An increase in the base rate for energy consumption during peak hours (when demand is highest). 🔋Rebate: A reduction in the base rate for energy consumption during off-peak hours (when solar energy is abundant). By simply adjusting when we consume power, we can reduce costs, ease pressure on the grid, and contribute to a greener future. It is an improvement in that it recognises the need for lower tariffs during solar hours and higher during evening to shift load from evening peak to solar hours. However the differences are still too tiny to make a meaningful impact on demand. In Vietnam we see a 3x difference between on and off peak and in Australia or California it is more like 5x More importantly, in the context of Maharashtra they can procure solar at Rs 2.5 whereas a gas peaker would be > Rs 10/kWh I am not suggesting consumers be exposed fully to the underlying price variations but there should be some measure of proportionality between cost and price

Net load and load curve will help in understanding rationale of ToD tariff. Without them, it reflects nothing

A pre requisite of ToU is the system load curve and consumer categories wise co-incidental and non-coincidental peak for a carefully selected sample feeder. Moreover, given the nature of PPAs , the marginal cost of power scheduled remains the same and do not vary across the day, month or season. Short term power cost cannot be a dummy variable. Hence, generic ToU/ToD is difficult, the difficulty increases with the consumer meters not being compatible with time differentiated registry . HT / EHT consumers may have.

Before installing smart meter for all DISCOM this is prime requirement to approach regulatory for TOD tariff. Otherwise no benefit of smart meter for customer.

This is the only solution to attract the consumer for shift the load curve to solar hours. Additionally BESS will help to maintain the Generator ramp up down.

Especially if their one of the main aims is to attract the consumers during Solar Hour: 1) Have they consulted the Grid Managers? 2) Have they studied the impact on the Fossil Fuel power generation plant operations?

Hello Mr. RAJ PRATAP SINGH If the normal charge is 10 Rs. the 6 to 10 PM slot is calculated as X + 110% of X?
