Converting direct load control circuits to use onsite solar Australia has had direct load circuits at energy customer sites for decades. They date back to the pre-privatisation electricity sector. They were promoted as a way to use excess coal generation from steam rankine cycle (SRC) plants that faced various technical obstacles to ramping generation up and down frequently. The direct load control circuits were typically energised late at night into early the next day. Direct load circuit tariffs were generally lower than other tariffs. Typical appliances on these circuits were resistance hot-water and slab-heating. However, NEM fossil SRC plants are reaching end-of-life and not being replaced. This removes the former operational basis for direct load controlled circuits. And current direct load control tariffs - while still available - may have comparable costs to general supply offpeak tariffs. The retailer customer analytics project I've been working on had ~15% of customers with direct load circuits. Of these roughly half had no consumption on the circuit. But some of the circuits had surprisingly large load. These loads may be very well suited to using solar: perhaps with some simple smarts turning on and off a hot-water system, for example, when excess onsite solar or a cheap solar saver tariff is available. A timer could give good results. Direct load circuits are currently officially wired separately to general supply. They don't use onsite solar. Over 5% of the sites with direct load circuits had load greater than zero and solar installed. Converting direct load circuits to general supply to use existing or new solar is a very easy, relatively cheap (hundreds of dollars per site) transition initiative. With potential considerable energy customer and grid benefits.

Whilst government electricity rebates look to provide relief for residential and small business customers in the coming year, electricity price rise in the short-term is a credible risk due to structural changes happening in Australia's electricity market. In this context, small business customers are incentivised to explore options to reduce exposure to future electricity price volatility. With customers no longer being purely 'buyers' of electricity, in our latest note, we explore the options available through cost-reflective tariffs, rooftop solar PV and batteries. We find that cost-reflective tariffs are feasible for customers who can flexibly shift their electricity consumption. For those unable, electricity bills are likely to be higher. For rooftop solar PV, the return on investment (ROI) is favourable, backed by around 1/3 of detached homes having rooftop solar PV. For businesses with day time operations, there is a compelling case to consider rooftop solar PV. We find that the financial ROI on batteries is unfavourable. Further falls in battery price by 20%-40% will provide favourable ROI. Coupling batteries with Time of Use tariffs would improve ROI on battery ownership. However, this improvement may be offset by worse ROI for rooftop solar PV. Ultimately, optimally using the cost-reflective tariffs, rooftop solar PV, batteries would require active coordination. Such requirement may not be attractive for customers who prefer to engage passively. Therefore, there is likely to be greater appeal for technologies that automate and maximise the use of tariffs, generation, storage and consumption on behalf of the customer.

Domestic Manufacturing Boost: Supporting local manufacturing of solar components can reduce dependency on imports and enhance the resilience of the solar sector. 📢 HC: Allows preceding month's REA as export proof for claiming IGST refund on electricity supply SEIL Energy India Limited vs UOI & ors W.P.Nos.15351, 15358, 15387, 15401, 15405, 15407, 15410, 15414, 15416 & 15419 of 2023 Facts of the Case ▪ SEIL Energy India Limited (the assessee) sought a refund of IGST paid on the export sale of electricity to the Bangladesh Power Development Board (BPDB). ▪ The Revenue initially denied the refund claim due to the assessee’s failure to submit a bill of shipping. ▪ Following an amendment to Rule 89 requiring a Regional Energy Account (REA) as proof, the Revenue revised the ▪ Show Cause Notice (SCN) but still rejected the refund application because the REA submitted was for the preceding month rather than the month for which the refund was being claimed. Court Judgement ▪ Ruling: The Andhra Pradesh High Court allowed the assessee to use the REA for the preceding month as proof of export for claiming the IGST refund. Key Points: ▪ Acceptance of REA: The Court held that submitting the REA for the preceding month aligns with the Act and Rules for claiming the refund. ▪ Continuous Supply of Goods: The Court agreed with the assessee that electricity supply is a 'continuous supply of goods,' and the relevant date for determining the refund should be the date the invoice is raised, not the date of actual supply. ▪ Invoice Timing: It was noted that although electricity was supplied in one month, the invoice was raised in the following month. Thus, the REA for the previous month is relevant for the refund application in the succeeding month. ▪ Legal Fiction: The Court affirmed that for continuous supply, the time of supply is considered as the date when the invoice is presented, not when the actual supply occurs. ▪ Outcome: The High Court directed that the REA for the preceding month could be used to claim the IGST refund for the export of electricity. "Another U-Turn by Government on net meter Policy: A Reversal of Fortune for Renewable Energy?" Pakistan has briefed the International Monetary Fund (IMF) that it would soon end the net metering policy for rooftop solar panels based on cheaper power generation and will replace it with gross metering aimed at selling highly expensive and unaffordable grid electricity to consumers. Pakistan informed the IMF that it wanted to replace the net metering policy with gross metering for rooftop solar panels aimed at discouraging their use, said the sources. The increasing reliance on solar panels is affecting the revenues of power distribution companies that now face competition in the form of in-house power generation. Decades-old misguided policies of successive governments have forced residential consumers to either leave expensive grid electricity or at least reduce reliance on it by installing their own small power generation units. Under the gross policy, rooftop-generated electricity would be fed into the national grid, from which the owner of the solar panel would withdraw the units they consume. This would reduce the monetary benefits of residential consumers, and their in-house generation and consumption would be captured through two different meters. Currently, the bidirectional meter calculates rooftop generation and the import of electricity from the national grid during night time. Pakistan’s middle class to rich people are quickly converting to solar-based in-house power generation after the cost of electricity has become unaffordable due to highly expensive seller-favoured power purchase agreements, inefficiency of the power system, and uncontrolled theft and leakages. Pakistan’s current average base tariff is Rs29.79 per unit, inclusive of Rs17 per unit idle capacity charges. After including various surcharges, fuel price adjustments, quarterly adjustments, and taxes, residential consumers are forced to pay up to Rs62 per unit electricity cost The IMF was also informed that major increase in electricity prices was imminent in July due to annual base tariff adjustments, quarterly adjustments, and monthly adjustments. It seems the energy ministry is more concerned about the Rs1.90 per unit additional impact of net metering on electricity tariffs than the Rs17 per unit idle capacity payments, which go directly to the pockets of power plant owners and foreign investors.
