Priority Paper Launched for RIA Wales & Western   RIA Wales and Western has published its Priority Paper, marking a twelve-month milestone since launching at the Senedd last year. The Priority Paper was presented to RIA members and stakeholders attending RIA’s Wales & Western Summit in Cardiff on the 16th July and sets out the four priorities for Wales & Western, which are as follows:   1. A clearly defined integrated transport vision(s) for the region 2. Visibility of funding mechanisms and pipeline for the whole supply chain 3. Innovation and testing opportunities and facilities to address cost challenges 4. Commitment and investment in developing industry skills and people (future-proofing the railway and job creation)   RIA’s Wales & Western Leadership Group comprises 25 RIA members representing a cross-section of the rail supply chain, with Dan Smith as Chair and Phil Harrison, from ARUP as Vice Chair. Over the last twelve months, workstreams have been set up to address each of the priorities and involved in-depth research, extensive stakeholder engagement, and reaching out to other RIA members in Wales & Western to draw on experience and knowledge, particularly around innovation and skills.   Daniel Smith, chair of RIA Wales & Western said, “The Priority Paper is the culmination of 12 months of activity led by the workstream leads in the leadership group. It sets out the landscape around the four priorities based on the information we’ve heard from stakeholders in addition to what’s included in industry reports and research papers. The objective is not to reinvent the wheel as the information is already out there; the workstreams have taken on the heavy lifting to understand the detail and provide the means for RIA members to navigate their way to find market intel quickly and efficiently. Next steps will be to expand stakeholder engagement and continue to build on the work undertaken so far. Vision-led planning - bring it on. We (Lynn Basford and Glenn Lyons) are pleased to share our response to the consultation on the proposed reforms to the National Planning Policy Framework (NPPF). We address 'Question 69'. We have been on a shared journey to help bring forward Decide and Provide as an alternative paradigm to Predict and Provide for several years. It's like a diffusion of innovation - hard graft to build up initially and then early adoption begins and the support grows. We've done CIHT FUTURES together, which socialised D&P around the UK following work in New Zealand. We've done D&P guidance for the use of TRICS data in development planning and transport assessments. And we've just completed work on the Shared Vision-Led Approach (SVLA) for more effective progression of Nationally Significant Infrastructure Proects though the Development Consent Order process. Our consultation response centres upon how (the effects of) the proposed changes to the NPPF can be strengthened, focusing on three areas: 1️⃣ The need for consistency in supporting the vision-led approach The proposed revisions to the NPPF in the ‘Promoting sustainable transport’ section put down significant markers for change in transport planning practice that will need further provision of guidance to help turn this into reality. The National Policy Statements also need to reflect the vision led approach held up in the NPPF. We would strongly support the NPPF providing the critical reference point for the vision-led approach – an approach that should run as a ‘golden thread’ through all planning policy and in turn practice. 2️⃣ Achieving sustainable development in the support of decarbonisation We would strongly encourage a more explicit emphasis in the NPPF on how vision-led planning could or should play its part in fulfilment of the UK’s legally binding commitment to a net zero economy by 2050. 3️⃣ Handling uncertainty in support of resilient planning We would strongly encourage greater explicit reference in the NPPF, and the ‘Promoting sustainable transport’ section in particular, to the need to accommodate uncertainty in vision-led transport planning and the part that scenario development and planning should play in this. For there to be a strengthening in the nature and scale of adoption of the vision-led approach, Government-backed guidance is crucial alongside ensuring that mounting case-study evidence is available to support a ‘learning by sharing and doing’ culture. The key, then, to effective consideration of development proposals is to ensure that transport planning and spatial planners work collaboratively at the earliest stage of the plan development and the assessment of proposed development. We look forward to the revised NPPF being progressed to publication with subsequent guidance swiftly being developed - time is of the essence. We'd be delighted to discuss our views with others.
