The latest Governance Performance ( GPI) South Africa 2024 report scored municipalities based on Administration and Governance; Leadership and Management; Planning, Monitoring and Evaluation; Service Delivery, and Economic Development. According to the 2024 GPI, Swartland Local Municipality is the best-performing municipality in the country, with Saldanha Bay following closely. Swartland also ranked first among Category B3 municipalities ( small towns) and Saldanha Bay performed best among Category B2 municipalities( large towns).

CLOSA Project Holds Strategic Review Meeting for PSA Performance Improvement. Last week, CLOSA organized a strategic review meeting at the HSDF Abuja Office, bringing together PSA representatives from across Nigeria, including AWITA, NASSI, NACOTAN, and PAOSMI. The session focused on enhancing PSA performance through discussions on key challenges, identifying solutions, and developing a plan to improve the implementation of project activities and overall effectiveness of the PSAs focusing on financial management, membership engagement, revenue mobilization, and gender-based violence and harassment (GBVH) workstreams. Key outcomes included - Reviewing progress and addressing challenges; developing actionable strategies for sustainability; participants sharing experiences and solutions for overcoming obstacles; and a forward-looking discussion on trends and support priorities for 2025. PSAs expressed gratitude for CLOSA’s impactful support and committed to implementing their strategic plans and financial policies by January 2025. This comprehensive index sheds light on how well these municipalities are functioning against their constitutional mandate as outlined in Chapter 7 of South Africa's constitution. We are delighted to share the latest updates from the TANTANA project, focusing on strengthening the capacity of the Court of Accounts of Madagascar (2020-2024). On 23 February, the Project Steering Committee of TANTANA met in Antananarivo and approved the 2023 Performance Report. Funded by USD 4 million from USAID, the TANTANA project is implemented by the INTOSAI Development Initiative (IDI) in collaboration with the Courts of Accounts of France and Morocco and the Office of the Auditor General of Norway. Some highlights of the progress made in 2023: 🔹Eleven audits supported by the project and conducted by the Court of Accounts and the Financial Tribunals. Areas audited included food security, extractive activities, public income, energy supply, gender, rice farming, and more. 🔹More than 150 staff participated in training activities to increase their ability to perform better audits and jurisdictional controls and enhance their communication and management skills. 🔹More than 25 auditors from SAIs of France, Morocco, and Norway have shared their professional experience with Malagasy colleagues. 🔹A team of Malagasy auditors has been set up to back other colleagues in methodology and to help them produce quality audit reports. This will contribute to ensuring the sustainability of the project. 🔹Three Financial Tribunals of Toamasina, Toliara, and Fianarantsoa presented the annual public report and a showcased report specific to their locality in remote rural municipalities. The Court of Accounts of Madagascar is making progress in serving the citizens.
