Exciting news from the Queensland Major Contractors Association (QMCA) last week! They’ve just released their 13th annual Queensland Major Projects Pipeline Report, and the numbers are staggering: a whopping $103.9 billion in infrastructure projects is on the horizon over the next five years—up from $92 billion last year! QMCA CEO Andrew Chapman outlined that Queensland a great age of investment across vital sectors, including hospitals, housing, energy, transport, and water projects, not to mention the infrastructure needed for the Brisbane 2032 Olympics! While there are many challenges to overcome—like labour shortages, rising costs, and supply chain challenges the importance of collaboration, innovation, and private sector investment to ensure these projects are delivered efficiently and sustainably. 👷♀️👷♂️Work is underway now to develop the 30-year National Infrastructure Plan which will outline New Zealand’s infrastructure needs over the next 30 years. The plan will consist of four components: ✅ An Infrastructure Needs Assessment which provides analysis of New Zealand’s long-term needs – and what NZ can afford – across the next 5-30 years. ✅ A strengthened National Infrastructure Pipeline which will provide a national view of upcoming projects in the next ten years. ✅ The Infrastructure Priorities Programme (IPP) which will involve a structured independent review of unfunded projects and initiatives, and ✅ Priority reforms, which will improve the way NZ selects, invest in, deliver and maintains infrastructure. From 1 December, Crown Infrastructure Partners (CIP) will be repurposed to be the new National Infrastructure Agency (NIA). 👷♀️👷♂️The Australian Government is committing $1.9 billion towards 14 new #infrastructure projects and additional funding for existing projects in #WesternSydney, #NSW. The new investments include #construction projects, as well as #planning projects, including: - Mamre Road Stage 2 Upgrade - Elizabeth Drive – Priority Sections Upgrade - Garfield Road East Upgrade - Memorial Avenue Upgrade - Appin Road – St Johns Road Intersection Upgrade 💡The Government will invest $147.5 million for planning for roads and rail across greater Western Sydney to ensure that road infrastructure can keep pace with a growing population. 💲$20 million will be invested to partner with the NSW Government to expand the scope of the South West Sydney Rail Planning – Business Case to include consideration of extending the line to the Macarthur region. Our Chief Commissioner, Tim Reardon, sat down with UDIA NSW CEO Stuart Ayres for an engaging conversation about Infrastructure Australia’s role in driving economic growth and addressing housing supply challenges. Tim discussed Infrastructure Australia’s significantly expanded remit, with the agency now playing a role advising the Australian Government right across the project lifecycle – from feeding directly into the Australian Government’s budget process providing advice on proposals, right through to Post-Completion Reviews. IA’s scope has also been widened to include major transport, energy, water, communications, and social infrastructure projects. Drawing on his previous experience as the head of Transport for NSW, Tim emphasised the importance of collaboration between governments and agencies to deliver transformative projects. He stressed that this same collaborative spirit is essential to addressing the nation’s housing supply issues, with strategic infrastructure investments unlocking opportunities for new housing and enhancing community liveability. #Infrastructure #Housing #Collaboration #Leadership

The Infrastructure Lab organized by Global Public Affairs was in Vancouver to advance new ideas to #build #infrastructure in British Columbia. One of the highlights was the expert session with the British Columbia Construction Roundtable. Like other major infrastructure markets in Ontario and Quebec, there are new trends impacting how #projects are planned, procured and delivered. Here are my take-aways: New level of market interaction -- Pre-procurement market engagement, smart staging and sequencing of projects, competitive tension with flexibility for innovation in the process, visibility to projects coming to market is essential. Culture of collaboration from start to end -- Practices to sustain culture of collaboration between client owner and project consortium from procurement to project delivery, which puts project success and performance at the centre and can de-escalate conflict. Prices will stabilize but not decrease -- Outdated project budgets set-up expectations that are not grounded in reality, public sector capital budgets are being stretched, value engineering and scope reductions are often required to keep projects going (and avoid project cancellations), and mechanisms to deal with inflation-induced cost escalation have been used selectively. Utilities, early works, specialized scopes -- Segmenting very specific project components can allow companies with distinct expertise to more successfully win and execute projects directly related to their core expertise, incentives related explicitly to performance on mission critical milestones can drive projects especially when it is so important to get them off to a good start on-budget and on-schedule. Old-school governance and modern tech -- One of the most underestimated causes of delays in projects is governance -- internal delays caused by slow approvals and resubmittals have a huge impact on the ability to deliver on-time and on-budget. Good information sharing and open communication is critical here and can be better enabled through technology –- analysis using AI is making sure data is informing faster and better human decisions. Policy shapes project outcomes -- Public clients have injected multiple goals and requirements into projects, and in the future there may be trade-offs or reprioritization or recalibration of the added ancillary objectives from projects that take extra time and cost for relatively marginal benefits.

EMM’s Transport Sector Lead Frank Butera recently attended the Roads Australia Industry event featuring the Minister for Transport Infrastructure Danny Pearson, where he discussed Victoria's infrastructure pipeline and priorities. Here are our insights from this discussion: 🏗 Labor Costs & Infrastructure: Despite the extensive increase in labour costs, Minister Pearson emphasized that “great cities” require great infrastructure. 🚆 Suburban Rail Loop (SRL): This transformative project will enhance connectivity, especially to Monash and Deakin Universities, and is a major priority for the Victorian Government – “Not one step back!” 🚧 Future Investments: While the Victorian pipeline is comparable to NSW and QLD, upcoming major project announcements may be limited. 🏗 Commitment to Big Build Projects: Victoria is steadfast in its commitment to the Big Build initiatives, including social procurement opportunities through the SRL. Jon Davies and I have been exchanging views on this important topic for more than 3 years with the process of procurement and industry reform with some notable initiatives like the NSW 10 point plan commitment to construction sector, NSW Premiers Memorandum on collaborative contracting for high risk infrastructure projects. That said the pace of change has been somewhat glacial and I have read countless bits of motherhood waffle that go nowhere. At the moment the infrastructure market is at a crossroads with the shift from mega transport projects to energy transition and housing. But I ask the question what have we learnt and how are we applying that knowledge. Whilst workers are moving and bringing transferable skills, there seems to be a dearth of formal thought leadership and knowledge sharing. The industry needs to get more productive and a lot of benefit is just common sense and use of existing known practices. Why aren't we sharing? Engineering New Zealand Chief Executive Dr Richard Templer says the delay on #infrastructureprojects coming to market is impacting Kiwis. He says the Government must “urgently firm up the infrastructure pipeline and free up funds for delivery.” “We know funds are ringfenced for projects – like schools, hospitals, roads, energy and water – but we need them to come to market so New Zealanders get the services they need,” he says. Templer says the impact of the “stop works” on infrastructure projects really began to hit home in March when money earmarked for projects wasn’t released by the Government, with housing and transport projects most affected. High interest rates have also cut into client budgets, resulting in projects not being commissioned or scaled back. The CEDA - Committee for Economic Development of Australia recently hosted the Victorian Infrastructure Address by the Honourable Danny Pearson, State Minister for Transport Infrastructure, the Suburban Rail Loop, and WorkSafe and the TAC. The Address also included a Panel discussion of leading industry voices about a range of issues affecting infrastructure and construction in the State and how the industry is responding to a complex and evolving environment. Key takeaway messages coming out of the address included the range of benefits of the significant and long term program of infrastructure projects that Victoria is undertaking (‘The Big Build’). That was the resounding message out of South Australia's construction sector industry briefing late last week, opened by the Hon Tom Koutsantonis MP and Jon Whelan from the Department for Infrastructure and Transport, and indicating an exciting time for all Roads Australia members involved in the state's pipeline.
