Trends of Innovation Partnerships in the Middle East In a decade marked by growing global interconnectivity and accelerated technological change, universities are increasingly becoming crucial players in shaping, leading, designing, and implementing innovations for the benefit of all. They can no longer operate as ivory towers; instead, they must become integral participants in interconnected socio-economic ecosystems. Higher education institutions are not only responsible for training and educating the next generation of talent but are also called upon to enhance their local communities by driving economic development and prosperity. In the Middle East, several universities in Saudi Arabia have emerged as leaders in academic-industry partnerships: King Fahd University of Petroleum and Minerals (KFUPM) launched its Research Strategy 2024-2030, focusing on critical areas such as energy and sustainability. Umm Al-Qura University (UQU) enhanced research through strategic partnerships that bridge academia and industry. King Abdulaziz University (KAU) prioritizes research in health, technology, and the environment, aiming to create impactful solutions through collaborations with industry leaders. In addition to these universities, initiatives like Dubai Silicon Oasis and Qatar Science & Technology Park foster environments where universities and businesses can collaborate on research and development, further strengthening the innovation ecosystem in the region. Challenges Faced Despite these advancements, universities in the Middle East, including those in Saudi Arabia, encounter several challenges, such as a lack of structured mechanisms for collaboration between academia and industry. This gap can hinder the translation of research into practical applications, limiting the potential for impactful innovations. crcCARE Australia crcCARE Australia has been at the forefront since 2005 in addressing the research gaps between academia and industry. By fostering collaboration among academia, government, and industries, crcCARE promotes sustainable solutions that bridge these critical sectors. 【LEAP2024】Cyberport Signs MoU with Saudi Arabian National Tech Park KACST Facilitating I&T development and exchange between Hong Kong and the Middle East Cyberport signed Memorandum of Understanding (MOU) yesterday (March 4) with King Abdulaziz City for Science and Technology (KACST), a renowned national laboratory in Saudi Arabia, to facilitate companies from both regions in soft-landing and establishing market presence by providing support to startups and entrepreneurs through network of investors, mentors, partners, and market connections. Additionally, both parties will collaborate in organizing innovation forums, entrepreneurship competitions, and driving innovation and collaboration activities. Furthermore, both parties will maintain close communication to explore collaborative opportunities in infrastructure development, technological platforms, and software to enhance operational efficiency, management practices, and service quality. KACST is a national-level independent scientific body responsible for promoting science and technology in Saudi Arabia. This agreement will lay the foundation for collaboration between Hong Kong's technology enterprises and Saudi Arabia's innovation and technology industry, as well as deepen the connection and synergies between the two regions' innovation and technology ecosystems. Ibtechar's team delivered a course titled 'The Concept of Administrative Innovation in the #Government Sector' for the members of the #Ministry of #Sports and #Youth. Through the duration of the course which was five days, the ministry's members were introduced to several concepts and tools about the general #frameworks for managing innovation. The #course included practical experiences where the participants looked at #creative ways to develop ideas that affect the #workenvironment. Great news update from Saudi-UK Strategic Partnership Council joint statement on the progress of diversifying bilateral relationships. On the education front, there are great news! Since the year 2021, the two Kingdoms have celebrated the establishment of five independent British schools in the Kingdom of Saudi Arabia, with plans to double this number by 2025. The two Kingdoms have also welcomed the University of Strathclyde’s plans to become the first United Kingdom higher education institution to establish a physical presence within the Kingdom of Saudi Arabia, in partnership with Princess Nourah Bint Abdulrahman University. The two Kingdoms have also commended the signing of a Cooperation Programme between the Technical and Vocational Training Corporation of Saudi Arabia and the Department for Business and Trade of the United Kingdom, with a focus on Technical and Vocational Education and Training. Furthermore, the Kingdoms have acknowledged the signing of a service contract between Princess Nourah Bint Abdulrahman University and the University of Strathclyde, aimed at providing an executive Master of Business Administration programme. Plus! The two sides agreed to develop their Research and Innovation partnership, focusing on ‘deep science’ and ‘deep tech’, notably genomics and space. The Mohammed bin Rashid Al Maktoum Knowledge Foundation (MBRF) and the United Nations Development Programme (UNDP) unveiled the results of the Global Knowledge Index 2024 (GKI 2024) during the Knowledge Summit 2024 held at the Dubai World Trade Center. The GKI serves as a global benchmark for assessing nations’ achievements in education, technology, and innovation. Sweden topped the index with a score of 68.3, followed by Finland and Switzerland. The UAE ranked first in the Arab world and 26th globally, scoring 60.9. Qatar and Saudi Arabia followed at 39th and 41st globally, respectively. The GKI assessed 141 countries, including eight new additions. The UAE excelled globally in ICT (4th) and economic competitiveness. Arab nations outperformed global averages in ICT and pre-university education, with an average score of 64.1 compared to the global 61.9. The GKI underscores both achievements and challenges, urging nations to advance education, research, and innovation. The forthcoming index promises to integrate emerging technologies, ensuring its relevance as a global knowledge benchmark.

The DCO was honored to participate in the 23rd regular session of the Independent Permanent Commission for Human Rights of the Organization of Islamic Cooperation at the headquarters of the Organization’s General Secretariat in Jeddah, Saudi Arabia. In a session titled "Institutional Perspectives on Artificial Intelligence: Challenges and Opportunities" the DCO Chief of Digital Economy Foresight, Alaa Abdulaal, discussed how AI impacts human rights, the current risks that we need to overcome, and the opportunities created by this thriving technology.
