I live and work in the Philippines. That is bad, and totally illegal, even for the Philippines. Those blocks are no way whatsoever load bearing, they are very week infill panel blocks. They should have 10mm Rebar every 600mm (Min) vertical and horizontal. These blocks have 3 voids in them. they are fully bondable, and should be bonded. There should also be posts (usually 300x300mm RC) at maximum 3.5m spacing. The wall caps should also be a minimum of 250x300mm RC beams. This a legal requirement as every metre of land in the Philippines is an earthquake zone. This construction is TOTALLY illegal, Philippine house building codes are very easy to follow and are based on VERY conservative calculations that are easy to follow and easy to meet. They are in fact some of the best codes in the world. If, a very big if, any local town standards officer sees this the owner will be in deep poo and if a licensed builder or engineer is involved they wont be licensed much longer.

The vertical joints between the concrete blocks or agglomerates are well aligned, the concrete blocks are not staggered which greatly weakens the construction. If you do not position the blocks staggered when erecting a wall, you risk having stability and strength problems over time.
