Foreign Affairs Minister reiterates that Canada "will be imposing sanctions on Israeli settlers. We've said it and we'll do it." Back on February 3, Canada announced sanctions would be coming against extremist Israeli settlers involved in violent attacks on Palestinian civilians in the West Bank, but no action taken yet despite sanctions imposed by the United States and the United Kingdom. Yesterday 29 October 2024, the UK, EU and Canada announced joint sanctions on Myanmar, targeting the Myanmar military’s access to military materials, equipment and funds. The sanctions also target scam operations in the country, targeting both Myanmar citizens and citizens from other countries in the Southeast Asia region. The UK action aims to help constrain the military’s ability to conduct airstrikes on civilians, potentially leading to human rights violations. Minister for the Indo-Pacific Catherine West said, “The human rights violations taking place across Myanmar, including airstrikes on civilian infrastructure, by the Myanmar military is unacceptable and the impact on innocent civilians is intolerable. That is why today the UK is announcing fresh sanctions targeting the suppliers of equipment and aviation fuel to the Myanmar military". West added, "Alongside the EU and Canada, we are today further constraining the military’s access to funds, equipment and resources. These sanctions will increase pressure on the Myanmar military. The UK remains steadfast in our support for the Myanmar people and their aspirations for a peaceful and democratic future.” Over 3.4 million people in Myanmar are now displaced from their homes due to conflict in the state with over 18 million people needing humanitarian assistance. In February 2021 the Myanmar military overthrew the democratically elected government and installed a military regime using violence to maintain power and suppress opposition voices. Over the last six months, military airstrikes have killed around 400 civilians. Canadian Minister of Foreign Affairs, Melanie Joly said, “Canada will not remain idle while the Myanmar military attacks its own citizens and violates democracy and human rights. We will continue to put pressure on the regime to support the people of Myanmar in their path toward genuine and inclusive democracy.” The UK, EU and Canada coordinating sanctions amplify the measures' reach and impact, making it more difficult for the targeted entities or individuals to evade sanctions. The US and Canada have made several designations under their respective Belarus sanctions regimes. Pursuant to the Special Economic Measures (Belarus) Regulations, Canada designated (https://lnkd.in/g5FwuD3Y): 7 individuals for alleged “gross and systematic human rights violations” in Belarus; 3 individuals for their supposed roles “in the military production in Belarus and in close coordination with Russia”; 1 entity for allegedly “suppressing its employees’ right to peaceful protest”; and 4 entities for their alleged operations as part of the Belarusian defence and military-industrial complex. Meanwhile, the US designated 19 individuals, 14 entities, and 1 aircraft pursuant to Belarus-related Executive Order 14038. OFAC released a press release to accompany the designations. The designations coincide with a joint statement from the US, Canada, UK and EU on the 4th anniversary of the “fraudulent” presidential election in Belarus. 📣 President of Ukraine Implements Sanctions Against Specific Individuals and Entities On October 5, 2024, the President of Ukraine, Volodymyr Zelensky, enacted Decree No. 692/2024, which implements the National Security and Defense Council’s decision to impose personal economic and other restrictive measures (sanctions). 📜 The decree targets specific individuals and entities, as outlined in Appendices 1 and 2, based on recommendations by the Cabinet of Ministers of Ukraine. The sanctions, aimed at enhancing national security, will be monitored by the Cabinet of Ministers, the Security Service, and the National Bank of Ukraine. 🤝 The Ministry of Foreign Affairs will engage with the EU, the U.S., and other countries to consider adopting similar measures. Firstly, they can exacerbate humanitarian crises by limiting access to essential goods and services, worsening the plight of civilians. Lastly, sanctions can lead to economic instability, which can be manipulated by warring factions to justify continued conflict and avoid negotiations. These factors collectively undermine the potential effectiveness of sanctions in resolving conflicts.
