Great campaign from Chartered Institute of Housingand Aico on #HealthyHomesHealthyPlaces. I'd actually been reflecting on partnership working, and the interaction between housing and health, as part of some research Altair Ltd just completed for a supported housing provider, to help them understand the demand for their services in specific local authorities. Some reflections below on partnership working and commissioning around supported housing, which shows some of the issues faced by those working in this area. 🤝 On the partnership side, despite the creation of Integrated Care Boards (ICBs), commissioning is structured very differently across local authority areas. For example, there could be joint funding of places but no joint commissioning, joint funding and joint commissioning, local authorities doing all brokerage, or NHS Trusts doing all brokerage. It’s not immediately clear to providers what the local commissioning structure is or who to contact. 🪙 Restructures and budget cuts within local authorities and the NHS make a mess of planning need - leads to energies spent on firefighting, extending existing contracts and/or spending their time hiring. 😶🌫️ Due to requirements around transparency, it’s much easier to access information from local authorities than ICBs. Given the NHS is publicly funded, can’t help thinking they should also be required to publish market position statements. Or that, you know, the ICBs should be bringing together commissioning and publishing their intentions here. 🎯 There is no one document with all the information on commissioning intentions in - it could be in commissioning strategy, a market position statement, market sustainability plan, or local authority Cabinet papers. Commissioners also don't always separate out the different support needs of people requiring supported housing (though this can be hard if clients have more than one support need). 🏠 ❤️ Within local authorities, the housing part of supported housing is sometimes considered separately to the adult social care-funded support, even though that is paid for by the same local authority and they are teams within the same local authority. 🗺️ It can be hard for those commissioning to get a good picture on provision and so assess current and future need. 📦 In nearly half of the limited number of local authorities I looked at, move-on accommodation is lacking, something identified in our research for the NHF earlier this year on the need for supported housing (https://lnkd.in/dqrtAyAN). This means people with low support needs living in supported housing for those with high support needs, reducing flow through the support pathways. #SupportedHousing #Commissioning #Research #Partnerships #Health
