Last week, I had the privilege of representing Ukrposhta at the launch of the Taskforce on Public-Private Partnership in Fighting Financial Crime in Ukraine, supported by the Auswärtiges Amt (Federal Foreign Office) Germany. Co-led by the Centre for Finance and Security (CFS) at RUSI and the Center for Financial Integrity, the event in Warsaw convened key representatives from the public and private sectors, alongside international experts and Ukrainian stakeholders.
📣Key Takeaways from the Event
1️⃣ A National PPP Strategy - A dedicated National PPP Strategy could institutionalize collaboration, promote a culture of trust, and align efforts with international standards. This approach can embed anti-corruption measures into financial crime prevention while improving compliance with MONEYVAL standards.
💡 Insight: A strategic, national-level framework is key to sustainable reform.
2️⃣ Virtual Assets: New Challenges - Virtual assets present unique risks due to their pseudonymity and cross-border nature. PPPs can address these vulnerabilities through robust regulatory frameworks, blockchain analytics, and targeted stakeholder training.
💡 Insight: Effective collaboration is critical to managing corruption risks tied to virtual assets.
3️⃣ Learning from Global Good Practices - Models like the UK’s JMLIT, Lithuania’s AML Center of Excellence, and Poland’s PPP framework illustrate how collaboration enhances effectiveness. Tailoring these lessons to Ukraine’s context is essential to their success.
💡 Insight: Adapting global practices to local realities fosters resilience.
4️⃣ The Power of Trust - Trust emerged as the heart of collaboration. It grows through transparent communication, clear accountability, and mechanisms for continuous improvement.
💡 Insight: Trust is not optional—it is fundamental to PPP success.
5️⃣ Anti-Corruption - Effective PPPs require a strong tone from the top within government bodies. Leadership must prioritize transparency, innovation, and anti-corruption efforts, including:
✅ Specialized Anti-Corruption Units: Focused taskforces to address corruption risks.
✅ Technology for Transparency: Leveraging AI to detect and prevent corruption.
✅ Targeted Training: Equipping stakeholders to tackle corruption in high-risk sectors.
✅ Public Accountability: Regular reporting to build trust and demonstrate progress.
To succeed, we need strong leadership, tailored solutions, and unwavering trust.

📣 This Friday, with the support from Auswärtiges Amt (Federal Foreign Office) Germany, we launched the Taskforce on Public-Private Partnership in Fighting Financial Crime in Ukraine, co-led by the Centre for Finance and Security (CFS) at RUSI and the Center for Financial Integrity.
🤝 Bringing together 40 public and private sector representatives in Warsaw from Ukraine and international experts, we focused on trust-building—the cornerstone of effective public-private collaboration on AML/CFT. Trust grows through mutual information sharing, feedback, and partnership.
Key insights from the discussion:
🔵 Current progress: Initiatives like the Ukrainian FIU’s E-Cabinet and the Digital Finance Ukraine Hub show promise but need broader inclusion of sectors like DNFBPs and law enforcement.
🔵 Strategic focus: A national PPP strategy could make collaboration standard practice and shift the culture of financial monitoring. It can also help enhance the hashtag
