"the ceiling is NOT money" I'm all in for targeting an IDIQ (if its in alignment with your federal market goals) - if you can suffer through the pains of getting one established (Megan has done a great job of laying this out in her article below), then it can be very useful. But don't let the success of others mislead you. While the instantiation of an IDIQ usually comes with an initial work order and some funding, it usually dwarfs relative to the ceiling. An IDIQ will only be granted if it's clear there are multiple uses or stakeholders aligned against your technology. It requires your stakeholders to be working in alignment to justify the need for a high ceiling and ability to access your offering more than once, and/or by multiple customers. And keep in mind, once it's in place, the work isn't over! It lends you some credibility and eases execution, but you still need to bring customers and funding to the table to leverage it. The problem with bomber alert is that we let Obama/Gottmoeller reduce the bomber fleet to where even a small alert force of a couple keys per squadron at Minot, KBAD and Whiteman would break the force. When we factor in nuke Calle jets, crew ratio and hanger queens we are quickly Winchester. The last time our bomber capability was this feeble was 1954. To solve the problem we need to do several things. 1. Establish dispersal WSA alert facilities at former SAC bases so that alter is dispersed beyond the current 3 bases. 2. Converted B-52 and B-1 jests need to be returned to nuclear capability and first on the list for LSRO. 3. Bomber crew ratios need to be increased to 2.0 to allow a 1:3 or 1:4 alter ratio. 4. Alert rotations need to be done like in the 1950s where alert bombers are rotated between multiple bases so the enemy has to plan against empty bases and current alert locations. 5. Penetrating Dual Capable F-35s need to be on alert in NATO, AK and ROK. We need to reconstitute a bomber alert force. The model is not 1990 it is 1954 - it is a matter of strategy driven by numbers. Finally, we must deploy SLCM-N on US and allied attack boats and surface ships.
