This morning I'm working on a "just in time session" for our ✈ faculty for Operation Allied Force. This is such an interesting conflict for the following reasons: 1) Airpower did not win OAF by itself. As in most conflicts, the larger DIME was critical to achieving political objectives. Also, to claim airpower was the only domain used ignores the cyber and space domains and even sea power 2) Airpower arguably worked better in the strategic attack role than it did in the counterland role due to a number of factors, including geography and the humanitarian crisis in Kosovo not being best resolved using airpower 3) OAF was a return to gradualism a la Operation Rolling Thunder. That may not be the textbook/ideal application of airpower. But when your strategic center of gravity is an alliance, that may be the best way for that particular operation. It also raises two great questions: 4) To what extent do ODS and OAF offer a break from traditional “strategic bombardment” thinking, as Mark Conversino argues here: https://lnkd.in/eA3pJz9m 5) How should one employ strategic attack against a peer opponent with nuclear weapons? Should strategic attack even be on the table? To what extent does Russia’s war in Ukraine offer any clues? To what extent should those clues be applied to other potential opponents? #airpower #USAF
