Great tips by Braden Cook. The troubleshooting steps you've outlined are very thorough and cover many common issues that can prevent an outside AC unit from turning on.
Float switch? If the drain is clear and breakers are on, is the top of the motor outside very hot? Sometimes there are LEDs that will tell what's wrong.

The QUALITY of the Carrier HVAC units being installed in the last few years is horrible. We had Carrier 5-ton HVAC units in our home since we built in 2001. These were replaced a few years ago by 2 brand new Carrier HVAC units after 14 or 15 years of excellent service. The new units have performed poorly. The Evaporator coils in both units have gone bad within 6 weeks of each other. For your information, I have an annual contract under which these units are checked by technicians every year. The construction quality has degraded immensely, and I have been told that we made a big mistake by installing the Carrier HVAC. The Houston HVAC companies recommend installing your competitor products. I understand that the Evaporator coils have a 10-year warranty, and the customer is supposed to pay for the service call and the refrigerant. However, my challenge to the management is that it is most unusual for the equipment to fail in such a short time. I would request the management to compensate me for the repair jobs due to the lack of QC on the HVAC units.
