Yesterday's speech on the state of the banking sector by the Governor of the Bank of England rightly identifies the importance of consistent capital requirements across national jurisdictions in order to ensure competitiveness. Unfortunately the Governor glosses over the gold plating being proposed by the PRA in implementing Basel 3.1 in the UK. In practice the PRA's proposals go well beyond international requirements. This will not only impact UK competitiveness (and market valuations of UK banks - a theme of the speech) but will significantly impact growth in the real economy in the UK and availability of finance for British small firms - just as today's GDP figures showed negative growth. A study carried out by Oxera Consulting LLP estimates that the PRA’s proposed approach to implementing Basel 3.1 will remove up to £44bn of funding from UK small and medium sized businesses (SMEs) - see comment below for link. This also disproportionately affects Britain's challenger banks - yet these are the banks that have the highest customer satisfaction; have done the most to pass interest rate rises on to their savings customers; and that now provide over half of all lending to small firms (more than the big banks combined). Our Innovate Finance report 'Better Banking' provides more on this - see link in comments below. We need the UK approach to Basel 3.1 (and MREL) capital requirements to be reviewed and for regulators to better support the competitiveness and growth of our challenger bank sector and lending to SMEs that supports growth. #Basel3 #BetterBanking #SMElending

Insightful overview of the UK banking sector from the Governor, which covers pre-GFC, pre and post Covid periods. Some highlights from the speech: • UK banks resilient through latest disruptions; • Credit conditions recovering to pre-Covid level, but challenges persist; • Market valuations of banks still paradoxically low in comparison to pre-GFC period; • Future challenges: digital-era bank runs, reserves balance for financial stability, and ongoing relevance of reforms; • Emphasis on interest margin sensitivity and competition for future banking dynamics. #bankofengland #banking #financialstability
