This is a hugely insightful blog! This is the kind of framework discussion we need for our teachers - specific time allocations are great for literacy, but without clear learning goals (and quality instruction), we are providing only space for learning, not what is needed for most students to gain true literacy. Does your school/district require 90/120 minutes of reading instruction? Great, but the time allocation is nothing without actual learning time - direct instruction, response/action by students, feedback and meaningful practice.
