Last Thursday, CLAR Director Alex Down, ORCF Chair-Elect Lori Roberts, and ORCF Past-Chair Roger Bouma attended an evening with Minister Todd McCarthy in Oshawa. It was an insightful event with a focus on the future of digital security in Ontario. Minister McCarthy spoke to Bill 194 and Ontario’s plan to safeguard digital trust by protecting Ontarians’ data, secure digital infrastructure, and responsibly govern artificial intelligence. It was great to engage with the Minister and we look forward to many more robust conversations in the future!

🛡️ Should the UK’s Intelligence Agencies Be Unified for Greater Capability? 🛡️ Should the UK’s Intelligence Agencies Be Unified for Greater Capability? Celia Parker-Vincent and Michael S. Goodman examine this critical question in their new article "Moving Towards a Secret Intelligence Joint Capability?". The piece explores the balance between preserving the distinct identities of SIS, MI5, and GCHQ while considering the potential benefits of closer collaboration to address today’s complex security challenges. 🔗 Read the article here: bit.ly/3Y8qT9t 🔗 Read the article here: bit.ly/3Y8qT9t

Interesting. For what it's worth, I agree with Alex Younger and Jeremy Fleming as far as SIS and GCHQ are concerned - less so on MI5. The excellent article may understate the extent to which the agencies already have to pool capability - which is not made easier by institutional distinctions even when they work hard to overcome them. What is missing in the whole argument is the role of the intelligence analysis and assessment bodies. The UK spends huge sums gathering intelligence, but peanuts on evaluating all the different sources of information - including secret intelligence - to create a coherent picture. Because those bodies have to compete for funding within large government departments rather than through the Single Intelligence Vote, they are constantly competing for financial crumbs against completely different departmental priorities. This undermines the value of the intelligence we spend so much on.
