🙌 We welcome European Parliament support for the Energy Performance Buildings Directive (EPBD), confirmed today. This is a flagship policy of the European Green Deal and is essential to decarbonising the built environment. 🏗 The introduction of energy performance standards for both residential and commercial real estate will scale up the retrofitting of the worst performing buildings across Europe, improving energy efficiency. 🔥 All EU member states will also be required to establish National Building Renovation plans and will need to include a renovation roadmap with short, medium and long term national targets. 🗣 ·#Energyperformance #buildings #EPBD #zeroemissions The Official Journal of the European Union has published the text of Directive (EU) 2024/1275 on the energy performance of buildings #EPBD, which will enter into force from 28 May 2024. It sets ambitious targets to reduce the overall energy use of buildings across the EU, taking into account national specificities. All new residential and non-residential buildings must have zero on-site emissions from fossil fuels, as of 1 January 2028 for publicly-owned buildings and as of 1 January 2030 for all other new buildings, with a possibility for specific exemptions. The Directive contains new provisions to progressively phase-out fossil fuels from heating in buildings and boost the deployment of solar power installations. By 2050 the EU building stock should be transformed into a zero-emission building stock. More information available: https://lnkd.in/d2w3FWBs

My new open access paper is now out on governing experimentation to decarbonise the electricity sector (with a focus on #ARENA). One of the critical challenges for public and private actors attempting to achieve deep decarbonisation is how to develop and decide on decarbonisation solutions in the face of deep uncertainty and significant coordination difficulties. Through the lens of experimentation, the article presents the case of Australia and its efforts to reconfigure its national electricity grid, focussing on the roles and governance approach adopted for a key institution, the Australian Renewable Energy Agency, and its Accelerator Lab, which are at the leading edge of experimentation. Key findings: Experimentation can be used to achieve decarbonisation efficiently and effectively, but is institutionally and politically demanding. The European Commission has finally agreed and published the Energy Performance Buildings Directive (EPBD). The final Directive made further changes to the 2021 draft proposal. For instance, the Commission introduced some subjectivity to what should be considered a class-G building, ultimately changing the previously set targets. According to our calculations, the new target for residential properties is more ambitious than the previous 2021 draft targets. Regarding green bonds, we do not foresee any considerable impact.
