Here is the issue (in a nutshell) and why it is important: 👉 The plan, which could easily be mistaken for a “migration” or “population” strategy, sparked debate due to its projected population decline tied to reduced numbers of Non-Permanent Residents (NPRs) over the next few years (Appendix 4). 👉These projections hinge on an ill-defined concept of “outflow” and a set of unjustifiably overconfident assumptions about NPR departures, raising concerns about their validity. 💲 Office of the Parliamentary Budget Officer (PBO) identified the same weakness, requesting additional details from Immigration, Refugees and Citizenship Canada / Immigration, Réfugiés et Citoyenneté Canada and Emploi et Développement social Canada (EDSC) / Employment and Social Development Canada (ESDC) on Sept. 23 and Sept. 28. https://lnkd.in/eaKhuV8b ‼️ After reviewing the provided data, the PBO concluded on Nov. 15 that: “We judge that there is significant risk to the demographic projection presented in the Government’s new immigration plan—particularly to the projected outflow of non-permanent residents.” ✔️ Andrew Griffith rightly concludes that “while inclusion of temporary residents in the annual immigration plan is both overdue and welcome, a more serious approach is needed that better reflects the reality and challenges.” 👉 However, such a lack of rigor is highly troubling, as it undermines the credibility of a vital policy document and ignores its socio-economic impacts—housing, healthcare, wages, and more. Canadians should demand higher standards for policies with consequences this far-reaching. Monitoring the Annual plan’s implementation and outcomes will be essential ⚖️

From my economic research desk: Andrew Griffith, author, commentator, and former DG at Citizenship and Immigration has also cast a critical eye on the Government's Immigration/population targets. He confirms what I reflected in my own research as cited in the Bloomberg article of December 4, that IRCC calculations assume that all temporary residents would leave when their visas expire. He adds: "This assumption is just wrong". Griffith provides a table with four assumptions where, 100%, 80%, 75%, and 70% of temporary residents leave the country when their visas expire. My own, pre-U.S. election forecast, is reflected in the 70% range as spelled out by Griffith, with between 773,000 to 893,000 net departures in 2025, not 1.26 million+ as the government aspires. As discussed in my paper and previous LinkedIn post, the Government currently neither has the incentives, penalties, and required information, to implement to facilitate 100% departures. Therefore, I forecast population growth of at least 0.9% (370,000+) in 2025. Further, Statistics Canada declines to count those currently in Canada who have overstayed their visa, even though Immigration Minister Miller sent a proposal to Cabinet for expired visa holders, and publicly estimated a target population of 600,000. To what extent will the new IRCC policies swell the ranks of the undocumented and maintain the strain on housing and infrastructure? Governments and social service agencies can not assist them properly if they are not counted in our Demographic estimates. Yet many are still remitting deductions to CRA and receiving tax slips. When will Statistics Canada reveal what exit and entry data is now being shared by the CBSA, allowing a more accurate measure of population movement, rather than the current surrogate, and largely opaque, measures used by Statistics Canada today? Finally, despite our current (real not just vibe) economic funk , and complaints about housing, infrastructure, and health care, Canada remains an attractive destination for much of the World. The U.S. may ask Canada to assist with their undocumented. U.S. asylum seekers may flee to our borders in response to, or in fear of new U.S. policies. Will the Third-Country Agreement hold? The highly educated still want to come to Canada. The quality of our new migrants continues to improve. Many ex-pats want to return (and are returning), as threats of war and instability grow worldwide. External pressures may necessitate a reversing of course on slashing arrivals.
