An NEC4 Engineering and Construction Contract (ECC) Option C (target contract with activity schedule) has been used by the Drainage Services Department (DSD) of the Government of the Hong Kong Special Administrative Region of China to procure a major flood protection scheme, due for completion in 2030, in Hong Kong's New Territories. The inclusion of Option X22 (Early Contractor Involvement) has led to significant savings on both the initial target price and programme. This was one of the key pieces of work I was involved in producing throughout my secondment as Chief Technical and Design Officer. Planning and Procurement: I developed plans to bring on board a highly qualified team of consultants who played a pivotal role in crafting this specification. Their expertise and insights were invaluable in shaping the SBA. Specification Input and Review: Throughout the development, I actively contributed to refining the SBA’s criteria, ensuring it meets the highest standards. My thorough review process helped fine-tune every detail. The SBA specification is a game-changer in Scotland for the assessment of multi-occupancy residential buildings with cladding on their external walls. Instead of individual flat owners securing separate assessments, the SBA evaluates the entire building against robust criteria. A recent commercial development on a 1.5-acre tract was entrusted to TSC for Design Build services. Initial feasibility studies, platting requirements, and detailed assessments indicated no complications with the project. Everything seemed perfectly aligned with our expectations. However, as we proceeded to submit the project for approval, the city informed us of a major drainage issue. The site was experiencing flooding in the northwestern portion of the property from the neighboring developments. Upon further inspection, we discovered that previous developments and other factors had caused the current drainage problems. Our team of experts and engineers identified the root cause of the issue and met with the authorities and concerned parties to resolve it. The authorities have now agreed to share the expenses required to address the offsite drainage problems. As a result, the drainage issue on the property has also been resolved. This effort by our team ensured that the clients would not face drainage issues in the future. Additionally, it ensured that the property owners would not have to implement extensive drainage designs for their property. Instead, we provided a permanent and effective solution to the problem. What to look out for when buying stands? Invest in Due Diligence Everytime when one is buying a stand from a project/development it is important to confirm with the developer, agent or legal advisor that the following documents are available as proof of ownership before proceeding to conclude a sale: Title deed in case of private ownership. Valid offer/allocation letter and agreement of sale between government or council and the seller (in the name of the seller) in case of State or council land. 1. Approved subdivision permit (issued by the relevant authority) in case of subdivided private land. 2. Approved layout plans in case of State or council land. 3. Approved survey diagram from the Surveyor-General in all cases. 4. Approved engineering designs for water, sewer and roads. 5. Approved infrastructure successfully implemented and approved on site in the form of water, sewer and roads signed for by council. Certificate of compliance- issued by council, certifying that stages 1- 5 above have been done to council’s satisfaction.

Colliers Engineering and Design (CED) have prepared a summary of the current cost per lot within SEQ. Our analysis shows that the development cost per lot now averages $167,365, reflecting a 6% year-on-year increase. We’ve noted a resurgence in competition within civil construction, resulting in renewed confidence in costs that had been sharply rising over the past two years. Looking ahead, we expect increased stability and predictability in civil construction costs as competitive tendering strengthens.
