The City of Highland Village is seeking a Deputy City Secretary to join our team. Highland Village is a vibrant, family-oriented community in southern Denton County, dedicated to exceptional public service and community engagement. As the Deputy City Secretary, you will play a key role in managing city records, ensuring compliance with state laws and City policies, and supporting the City Secretary in various official functions. You will be responsible for training City staff on records management practices, developing and overseeing records management systems, and assisting with public information requests, elections, and City Council meetings. The ideal candidate will have a strong understanding of records management principles, familiarity with Texas state laws, and experience with records management software. Excellent organizational, communication, and analytical skills are essential, as is the ability to handle confidential information with discretion. This position offers a unique opportunity to contribute to the effective governance of Highland Village and support our community's commitment to excellence in public service. Small town city government is so easy to see right through all angles and games they play to keep control for their own self-gratification of the feeling of power, but a boy from the streets can see right through it. Civil Service Adoption in America: The Political Influence of City Employees - PDF: https://lnkd.in/gNgn5c7D At the turn of the twentieth century, most cities in America featured a patronage-based system of governance, but over the next few decades, patronage was replaced by civil service. Civil service restructured the relationship between elected officials and government employees, with employees benefiting from a variety of new protections. Yet in studying this change, scholars have largely ignored the role local employees themselves might have played in the transformation. We argue that city employees stood to benefit from civil service, and in places where they had agency and clout, they were important drivers of its adoption. We collected a dataset for more than 1,000 municipal governments, determining whether and when they adopted civil service and whether their employees were organized in an occupational organization. Our analysis of these new data shows the influence of city employees was an important contributor to the spread of civil service in American local government.

The Metro Council’s approval of amendments to our parish constitution, known as the Plan of Government, puts this item on the upcoming Nov. 5 ballot for voter consideration. The proposed amendments are both substantive and administrative, and must be approved by a vote of the people to be enacted. Highlights of the amendments include: • Creation of a City-Parish Manager role reporting to the Mayor-President • The addition of an Executive Counsel and Chief of Staff to the Office of the Mayor-President • Removal of a specific salary reference for Metro Councilmembers, allowing for the council to vote on and set a salary • Adding residency requirements of one year for Metro Council candidates and two years for mayoral candidates • Moving deadlines for City-Parish budget submissions and adoptions to provide additional time for budget evaluation and public hearings • Changing and removing out-of-date language and references throughout the document Details on all the amendments can be found here: https://lnkd.in/dGcf4Kg
