Read in Resources for the Future: Last month, I read a New York Times article about a small town in Nebraska that received a free electric school bus through a federal grant. Initially seen as a great opportunity, the bus soon became a point of contention, facing challenges with charging, battery reliability, and long-term maintenance.  Ultimately, the story wasn’t about the bus—it was about concerns around the energy transition in rural America. The story reminded me of the importance of my own work at Resources for the Future (RFF). As the director of RFF’s Transportation Program, I focus on solving tough public policy questions with economic research. Chief among them are questions around the transition away from traditional fossil fuels—many of the same societal questions brought up in the New York Times article: As more Americans adopt electric vehicles, how can we ensure that charging stations aren’t concentrated only in wealthier neighborhoods? How can we ensure that there’s always enough power available to charge vehicle batteries—even in corners of rural America? How do we make electric vehicles—cars, buses, and trucks—financially accessible and practical for all use cases? is this not true for all World regions? are all-electric countries really sustainable? #RFF #electrivehicles #ruralareas #USA #sustainability #energytransition #equalopportunities

We UCLA Luskin Center for Innovation (Rachel Connolly, Daniel Coffee and I) evaluated how effectively 6 of California's programs have supported electric vehicle uptake since 2010, especially among disadvantaged communities. TL; DR we find: Nearly a million clean vehicle incentives, totaling close to $2 billion, have been distributed to California drivers through these six programs. Only about 15% of those funds have been delivered to households in disadvantaged communities. Statewide clean vehicle programs have been skewed toward providing incentives to households in non-disadvantaged communities, while regional programs, such as Clean Cars for All, have been more successful at serving those most in need. While the proportional disparity between DACs and non-DACs has narrowed very slightly over time, the absolute registration rate gap has widened. Even in the most optimistic projection cases, it appears that California’s most marginalized communities will remain far behind in clean vehicle access without major changes to policy. https://lnkd.in/gjd_aC8x

The Biden-Harris Administration, through the EPA’s 2023 Clean School Bus Program rebate competition, is funding 45 clean school buses for five Rhode Island school districts. Announced in Jackson, Mississippi, by EPA Administrator Michael S. Regan, NAACP President Derrick Johnson, and U.S. Representative Bennie Thompson, this initiative supports the transition to zero-emission vehicles, reduces pollution, and promotes American manufacturing. In the first-ever round of the EPA's Clean Heavy-Duty Vehicles grant program, 70 applicants have been tentatively selected across 27 states, three Tribal Nations, and one territory to receive funding for over 2,400 zero-emission heavy-duty vehicles and infrastructure. About 70% of those will be for school buses. The federal funding allows new vehicles to be purchased, replacing older ICE vehicles, as part of President Biden’s Inflation Reduction Act and Investing in America Agenda. Illinois has landed a $100 million federal grant for the construction of 14 public charging stations for medium- and heavy-duty trucks. Located at strategic points along major truck routes, the charging stations will have a total of 345 ports — enough to charge up to 3,500 trucks a day, according to Illinois electric vehicle officer Megha Lakhchaura. .https://lnkd.in/gdgpQ8fH

A survey by the Michigan Department of Environment, Great Lakes, and Energy (EGLE) evaluated the performance of electric school buses introduced in 2019 through a $4.2 million grant. Key findings: - Most districts reported reliable cold-weather performance, with minor battery efficiency reductions in some cases. - Average daily routes were 44.2 miles, with charge times around five hours. - Maintenance costs were significantly lower for electric buses compared to diesel. Since the program’s launch, Michigan’s fleet of electric buses has grown to over 200, supported by ongoing investments to improve air quality and reduce emissions. Congratulations to Assembly Member Phil Ting and my client Coltura as well as co sponsors Coalition for Clean Air, Greenlining Institute, Union of Concerned Scientists, and Valley Clean Air Now on the passage of AB 2401 (Ting) from the California Assembly with a 72-0 vote! The bill updates the state’s Clean Cars 4 All program to shift the state's existing EV incentives and steer them to lower-income, high-mileage drivers with older, high-polluting vehicles, especially in disadvantaged communities.   Coltura’s research shows that just 9% of all private light-duty drivers consume a third of CA’s gasoline. On average, these gasoline Superusers would save $589 a month on fuel alone by switching to an EVs.
