Downpour Claims Three Lives, Inflicts Property Losses in Ha Giang Swept away by flash floods, their bodies were recovered by authorities after a lengthy search. Lo Thi Cho, a 42-year-old woman, tragically lost her life in a landslide triggered by the relentless downpour. The rainfall intensity was staggering, with Thuong Son commune in Vi Xuyen district recording 320mm of rainwater, and Quang Ngan commune measuring 279mm. Preliminary assessments indicate significant damage: 350 homes submerged in Ha Giang City, 4 flooded houses in Hoang Su Phi district, and 3 completely collapsed homes in Xin Man and Vi Xuyen districts. The deluge also wreaked havoc on agriculture, damaging 0.12 hectares of rice fields in Ta Su Choong commune and submerging numerous crop fields in Ha Giang City. The flooding also took a toll on local livestock farms, resulting in substantial losses of chickens and birds. In Vi Xuyen district’s Thuan Hoa and Thanh Thuy communes, the raging floods washed away two crucial local bridges. The severe weather conditions have cut off major roads connecting Ha Giang City to Dong Van and Meo Vac districts, leaving tourists and residents stranded in Meo Vac District. Initial damage estimates stand at a staggering VND19.5 billion (approximately US$769,000). More than 30 lakes in the Anekal region near Bengaluru were rejuvenated almost a year ago by the Malligavad Foundation run by Anand Malligavad, known as the 'Lakeman of India.' Farmers and residents near several of these lakes accuse the foundation of doing a shoddy job in the name of restoration resulting in flooding of their farmlands and homes. The industry has long been combating these issues but another year in the top 5 worst weather loses in Canadian history, companies are going to need to push the envelope even further in the coming years to mitigate some of these loses. The two incidents come at a time the country is experiencing heavy rains that have resulted in flooding and spilling of dams in the affected areas. Scores of other people are said to be still missing in different parts of the country. The two incidents bring the death toll related to flooding to more than 100 people across the country since heavy rains started being experienced in different parts of the country. In Mai Mahiu, reports indicated that heavy floods were caused by a dam at Old Kijabe, which burst its banks on Sunday, April 28 night. Naivasha Police Commander Stephen Kirui confirmed the incident noting that several others have been rushed to Naivasha Hospital for treatment. Kirui said the dam burst its banks sweeping through villages and cutting off traffic on the Nairobi-Nakuru highway. He said search and rescue operation is ongoing but warned that the number of fatalities could rise as more bodies were being recovered. Teams from the Kenya Police, County Disaster team, Kenya Red Cross and community members are at the scene. And in Garissa, three bodies have been retrieved in a flooded area within Kona Punda along Garissa-Madogo Road, where a boat carrying 41 passengers capsized last evening. The tragic incident happened at around 6:30 p.m., making it hard for the rescue team from the Kenya Red Cross, Garissa, and Tana River counties to operate as it was getting dark. They, however, managed to rescue 22 people. Due to the closure of the road connecting Madogo and Garissa, area residents resorted to using boats, which were charging Sh 1,500 for the short distance, which is normally charged Sh 30 by public service vehicles. At the time of the accident, the boat was reportedly overloaded with at least 45 passengers. The Tana River has broken its banks following the heavy rains pounding most parts of the country and the spilling of Masinga Dam. The Garissa-Nairobi highway has been cut off by the raging floods at Madogo, leading to a booming boat business. A search and rescue mission is ongoing to retrieve the missing. A video captured during the incident showed several people on top of the capsized boat, while others were swimming in the raging waters. Residents shocked by the tragedy could be seen standing helpless on the shores of the raging floods, with others wailing and calling for help. He wished all those affected fortitude, solace, strength, patience, resilience and peace as they mourn their beloved ones.

Homeowners need to review flood resilience with a holistic approach. Garden design may slow water but in my experience, the entry points to a property need to be bolstered. 10 WAYS TO PREVENT THE ADVERSE EFFECTS OF FLOODS An article from Veja Magazine presents a list of climatic events that have claimed lives in Brazil in recent years and caused billions in losses to taxpayers. The common factor in all cases is the preventive inaction of the public authorities, which only appears after the catastrophe occurs! According to the article, the script is always the same: an environmental tragedy occurs, politicians and authorities fly over the devastated region, governments declare a state of public calamity and, as if they were not to blame, announce the emergency release of resources to remedy the damage. It was like this in the floods in São Paulo, which resulted in the death of 65 people last year. It was the same when heavy rains caused landslides in the Serrana Region of Rio, causing 918 deaths. And it is happening now in Rio Grande do Sul, when last Sunday, the 5th, the state received a delegation formed by the President of the Republic, the heads of the Chamber, the Senate, and the TCU. To not just stay in criticism, below I list ten actions that governments, businessmen, NGOs, and the population could adopt to prevent or minimize the adverse effects of climate change, especially floods: 1) Invest in green infrastructure, such as parks and areas for soil permeabilization. Unfortunately, we live in a culture of cement and asphalt, which are considered CO2 emitters, replacing green areas that are destroyed to make way for constructions; 2) Develop early warning systems for extreme weather events; 3) Promote reforestation and the preservation of natural areas; 4) Implement policies or projects for the management of stormwater and urban drainage. An example is the project developed by the Government of Tokyo, which built one of the largest underground water diversion facilities in the world, 50 meters below ground level. The Metropolitan Area Outer Underground Discharge Channel, whose intelligent water drainage installation reduces the cost of flood damage by 90%; 5) Encourage the construction of sustainable buildings resistant to floods; 6) Educate the population about environmental conservation practices and disaster prevention, including rainwater harvesting and reuse; 7) Establish setback areas and appropriate zoning in risk regions; 8) Invest in monitoring and meteorological prediction technologies; 9) Promote actions for adaptation and mitigation of climate change; 10) Integrate local, state, and federal public policies to address climate challenges in a coordinated and effective manner.
