In April 2024, the The Center for Climate and Security of the The Council on Strategic Risks published a paper, titled "Climate Security and Misinformation: A Baseline", that studies the intersection of #climatesecurity risks and mis- and #disinformation challenges. These challenges, that include scapegoating of climate disasters on #minorities or marginalized groups, are already occurring, and the deriving risks are exacerbated by broader factors, including the design and communication of #climatepolicies. Read the full briefer by Tom Ellison and Brigitte Hugh, which provides insights into this phenomenon. https://lnkd.in/dGKdw6SZ

I’m in Just Security writing about the topic at the top of EVERYONE’s mind today: how ideas of risk and uncertainty are used and abused in discussions of climate change and security. TLDR: climate projections aren’t uncertain compared to other security issues we plan around, what uncertainty exists should motivate MORE action rather than less given the stakes, and anyways, navigating uncertainty is a core function of foreign and security policymaking. So reduce uncertainty, yes, but that’s no excuse to wait. Read below:

Excellent piece from Tom Ellison on the need to respond to climate uncertainty with precaution and resilience building, and to respect the seriousness of the risks. I’d also highlight a need to avoid securitising the risk in undemocratic ways (https://lnkd.in/edVBM7Ve and https://lnkd.in/dx4GXB2x)

Speakers on the "Operational Resilience" panel at the Montreal Climate Security Summit 🌏🌳 explored the urgent need to reframe climate security to prioritize preparedness and resilience-building over mere response. Key takeaways included: - Incentivizing Preparedness: Shift the focus from reactive responses to proactive strategies. - Framework for Resilience: Underpin operational climate security with a multi-pillar approach, encompassing threat assessment, partnerships, and resilience investments, underpins operational climate security. Build "mutually assured resilience." - Global Partnerships: Success hinges on cooperation across sectors and nations. Climate security is a shared responsibility, demanding collaboration, innovation, and immediate action. #ClimateSecurity #Resilience #Preparedness #GlobalCooperation

This is a brilliant insight from Tom Ellison: yes, there is uncertainty about the future impacts of climate change. There's also uncertainty about Iran's nuclear program, China's ambitions in the South China Sea, and when or where al-Qaeda or another similar group might strike. No serious person would pretend the we shouldn't prepare for the latter three challenges. But plenty of seemingly serious people still seem to think we don't need to plan for the former.
