Who Do State Surveyor Associations Really Serve? As a small business owner, I’ve been reflecting on who our state land surveyor associations truly prioritize. In my experience with the California Land Surveyors Association (CLSA), the support for small businesses like mine feels minimal. And honestly, why should it be? Their biggest donors aren’t small businesses, and I’d wager most of their members work for large corporations. Anecdotally, it seems that large firm employees and retirees dominate attendance at meetings and events. Small business owners like me often struggle just to find a few spare hours, let alone attend meetings. The result? Objectives and practices that seem to cater to corporate interests, leaving smaller firms on the outside looking in. I understand the importance of serving the majority, but I worry that by focusing so heavily on large corporations, we may inadvertently harm small businesses—the very ones that serve their local communities with personalized care and attention. I love CLSA and the discussions it sparks, and I want to remain an active member. But as annual dues roll around, I find myself wondering if it’s worth it. Scraping together enough money to attend the yearly conference for myself—and maybe, if I’m lucky, my team—feels like an uphill battle. This isn’t just about my situation; it’s about the bigger question of representation and support. Are state surveyor associations doing enough to balance the needs of large corporations and small businesses? Or are they unintentionally leaving smaller firms behind? I’d love to hear from others: Do you feel your state surveyor association effectively supports small businesses? What changes could make these associations more inclusive and helpful for small firms? A proposal submitted by the Conway County Economic Development Corporation successfully secured $110 thousand in site development funds for the May Hope Moose Industrial Park. The funds were secured through the Arkansas Economic Development Commission (AEDC) new Site Development Program. Funds will be used to finalize site due diligence, add a buffer strip of trees along the western edge of industrial park, and get the site certified -- all important preparations to land a significant economic development opportunity for Morrilton & Arkansas. We have additional details in Episode 16 about why the rural municipalities of Headingley, Niverville, and St. Andrews- and then 2 more - joined Selkirk in pronouncing the document substandard and the take-it-but-you-can't-leave-it organizational structure unacceptable. 8.30- Among the issues raised by the RMs in the aftermath of visible opposition to the plan from the public were: The forced membership in the WMR was undemocratic, the weighted voting rules giving Winnipeg a veto even more undemocratic, and vesting the Metro board with final say on local land-use decisions and the power of expropriation was unthinkably undemocratic. With evidence mounting that Plan20-50 is dysfunctional, it's been almost like a make-work project for the planners. And under their plan, Scott Gillingham is the kingmaker of the Capital Region. 13.00 - When it suits them, the WMR calls the plan a "guide." That's deceptive- because it's a blueprint, with no deviation permitted. East St Paul ripped the entire concept: "... the plan contains... multiple contradictions within the document." "the adoption of costly programs and processes on municipalities ... could lead to increased taxes or cuts to essential services." 20.30 And then there were 6! Only TGCTS found that the Village of Dunnator had put out a statement on Wednesday, a short and pointed message. 23.33 PART 2 - In contrast to the dissidents, the RM of St. Clements declared unquestioned loyalty to the WMR. You'll hear a few of their official responses about "media coverage", "public debate" and "body oversight" that seem disconnected from reality, especially that "the Winnipeg Metropolitan Region (WMR) is not an unelected body controlling local decisions. Local councils retain their authority." There is no mention made of the 4 unelected provincial appointees, or of the Gillingham veto, or the power to expropriate RM property. 36.00 - Marty explains how Plan20-50 can submarine local decisions: Dunnator would want no part of the WMR having control of the beach at Matlock. The Metro disinformation campaign is laid bare by this statement: "These FAQs are provided as information for residents of St. Clements, on how Plan20-50 impacts the community. Everyone is encouraged to read the plan." But Metro executive director Jennifer Freeman conceded, “a planning document like a regional planning bylaw can be hard to read when it's not your field.” "Read the plan"? Sheetz v. County of El Dorado, CA – The Changing Horizon of CA Impact Fees? Unlike many other states in which we provide impact fee consulting services for the private sector and local building industry associations, the CA impact fee enabling legislation (AB 1600) has, in my opinion, led to the constant overcharging of new growth with excessive costs that are not adequately supported by typical industry standards and case law related to such matters. This all may be changing as of January 2024, the US Supreme Court heard oral arguments in the Sheetz v. County of El Dorado California case; in which a landowner filed suit against El Dorado County after paying a $23,420 Traffic Impact Fee (“TIF”) stating that the TIF violates the US Supreme Court’s holdings in Nollan v. California Coastal Commission, Dolan v. City of Tigard, and Koontz v. St. Johns River Water Mgmt. District. These cases required an “essential nexus” existing between the condition and the “legitimate public purpose” and that a monetary exaction must satisfy the “essential nexus” and “rough proportionality” tests. A decision is expected in June and its outcome could dramatically influence the impact fees California jurisdictions charge.
