India should try to integrate socotra, maldives, mauritius, seychelles, reunion and kerugeluen islands under its sphere of influence. Then Indian ocean will remain as India's own lake. Also using UNCLOS India should claim ninety east ridge and its continuation in the sea upto broken ridge in southern hemisphere and 350 nautical miles from its sides as India's part. So chinese ships or subs cannot enter Indian ocean without India's permission. Also it will boost India's blue economy.
