MUST READ! Calder Walton’s last chapter “New Cold War” in his book “Spies” is so relevant it should be separately published as its own threat assessment. It is so well written, so to-the-point, and so timely - that most people working with risk and security, as well as most decision makers, should read it. Calder points out that: => “The future of intelligence lies with the private sector. Government no longer hold a monopoly on intelligence.” => “Open-source (or commercially available data) is already transforming the landscape of intelligence. Outfits like Bellingcat and C4ADS are revealing secrets that traditionally would have taken an intelligence service huge resources and time.” => “The Chinese government is exploiting [Western] scientific research collaborations […] to advance its defense industries in dual-use technologies.” SO WHAT? Consequently Western governments and companies are effectively funding adversaries’ defence industries and decreasing their own competitive advantage. => “the best defence is intelligence”. Good, timely, accurate, and relevant intelligence is not only critical for Western governments and policy makers. Good, timely, accurate, and relevant analysis and assessment are also highly critical for Western businesses if they are to remain resilient in and able to survive the ever changing complex threat landscape. Unless these critical actions and assessments are urgently prioritized by top management and decision makers, both our national and business competitive edge and innovation advantage will be drained to our adversaries. Very well said. In my experience the third point is arguably the most important, and the most overlooked. To the rationale associated with that point in the piece, I would also add the incredibly detrimental impact of further disenfranchising communities that have frequently already been subject to predatory, exploitive governing structures. On the flip side, I have seen firsthand just how powerful -- psychologically and otherwise -- and effective it can be to empower such communities. We take for granted how rare it is to ask communities what is important to them, and to support them to realize their aspirations. We ignore latent expertise, entrepreneurial drive, and much more to the detriment of our collective goals. Lastly, I would also add an additional key tenet for more effective post-conflict work: the economy and jobs are essential pieces. And, can not solely be tied to donor funding and post-conflict reconstruction activities that will eventually come to an end. How does the song go, 'freedom's just another word for nothin' left to lose'...? In post-conflict contexts, economic challenges can resurface tensions. #stabilization #postconflict #peace #internationaldevelopment
