2025 ANALYSIS OF GLOBAL CRISES AND NEEDS OVERVIEW OF THE RESOURCES & RESPONSE TRENDS HUMANITARIAN ACTION REPORT In 2025, 305 million people around the world will require urgent humanitarian assistance and protection, as multiple crises escalate with devastating consequences for the people affected by them. Civilians are bearing the brunt of a record number of armed conflicts marked by blatant disregard for international humanitarian and human rights law, including mass atrocities. The Global Humanitarian Overview is an annual assessment of global humanitarian needs and how to respond to them. This document provides an analysis of the drivers of needs and an overview of the resources required to support people targeted for assistance. It also provides an account of the humanitarian system’s collective achievements. The Global Humanitarian Overview 2025 presents an analysis of global crises and needs and the humanitarian plans to address them. The report looks at response trends to strengthen, such as localization, cash, accountability and the changes needed to deliver aid effectively: security and funding. What would you do if you only had 17% of your budget to live on? That's what the humanitarian response in Sudan is faced with. In Sudan today: • 14 million people are in need of some form of aid • 11 million people are displaced within Sudan • 2 million have fled to neighboring countries In a context where resources were already scarce, Chad alone now hosts more than a million forcibly displaced Sudanese in total. An enormous strain has been put on host communities already suffering some of the highest levels of food insecurity globally. Thousands more continue to cross the border every single day to seek safety for their families. 90% of them are women and children. The war in Sudan is now considered to have triggered the world's largest hunger crisis, with 5 million people now at emergency levels. Yet, as of yesterday, the international community had provided 17% of the required funding for the humanitarian response. 17. In Canada, our "temporary family-based humanitarian pathway to permanent residence for those who fled the conflict" is planned to host, at most, 7000 Sudanese who already have family here. The program stopped receiving applications last May and athough the war started in April 2023, under this program, Canada hosts zero Sudanese refugees. 0. A new report from the Humanitarian Policy Group's Dustin Barter reveals how the current aid system is creating an environment that hinders locally-led peacebuilding in Somalia. Some key takeaways: 🔵 The scale and volatility of humanitarian aid have created a political economy that hinders locally led peacebuilding and conflict resolution. Long-term efforts are undermined by short-term aid influxes. 🔵 There are opportunities to support locally led peacebuilding, but international actors must build more trust with Somali peace actors and increase their informed risk appetite. 🔵 Long-term, consistent, and flexible funding is critical for peacebuilding and development, but remains rare. The sector tends to compartmentalise rather than integrate peacebuilding.
