The greatest impact is made by research done at the two ends of the spectrum, i.e. fundamental research to technology innovation. Yet, most of the research in universities tends to be in the middle of the spectrum, where it is easier to generate results and publish papers. This is because many universities count the number of publications rather than the 𝘪𝘮𝘱𝘢𝘤𝘵 made by research as a criterion for promotion and rewards. This is often done because a quantitative measure is much easier to administer than qualitative assessment of the impact made by a faculty member. This is a fundamental flaw at many research universities because it deprives faculty and students of opportunities for major scholarly and technological contributions by focusing on short-term gains. In reality, the time to generate great ideas and results is not any longer to work on trivial problems that are hard to publish.” (page 151) (word in italics in original) Institutes of Higher Learning and Research Institutions should be "working on problems and issues of the 21st century" instead of "solving similar problems, many times over, making small incremental improvements rather than spending more time at the two ends of the research spectrum shown in Fig. 11.5" (page 161)
