The UNESCO constitution, for example, states that “peace must [...] be founded, if it is not to fail, upon the intellectual and moral solidarity of mankind”, underlining the importance of intellectual and academic, artistic and cultural cooperation. A cooperation based on the “solidarity of mankind” presupposes that all perspectives are heard and respected. This is not an easy endeavour, as different people have different interpretations of words and concepts such as “peace”, “climate change vs climate crisis”, or “cultural heritage”, which makes context- and culturally-relevant perspectives of marginalised people even more important. How do international organisations engage and harness stakeholders outside of governments for positive change? How are international institutions, most notably the UN and its organs, a force for the good in the world? How are they failing? The panel ambitiously seeks to highlight the paradoxical nature of international institutions: envisioned as beacons of global cooperation and peace, yet frequently falling short of their lofty aspirations to truly represent and act for the people they serve. The panel discussion will include space for feedback from our audience, in its majority, educators and practitioners ‘on the ground’ to discuss how they engage in peace education, climate change, and cultural heritage preservation, in order to capture different stakeholder actions.

This year’s focus is on the 2024 Eurobarometer results, comparing them with 2012, and highlighting the success stories from Finland, Spain, and the Czech Republic. Soft Power and Economic Growth Recent research conducted by ICR Research for the British Council reveals fascinating insights into economic policy alignment across cultural and diplomatic institutions. While based on a focused sample of 19 countries/entities studied in early 2024, the findings highlight important patterns that deserve attention from soft power practitioners globally. As then Shadow Foreign Secretary David Lammy emphasised in his Institute for Government speech on 17 May, Britain's compelling soft power assets - from arts and culture to our creative industries, from our universities to the English language - remain some of our greatest tools for driving economic growth and international influence. Key findings from the ICR Research study: • Among the 19 countries analysed, 42% (8 institutions) demonstrated complete alignment between their cultural/diplomatic institutions and economic policy goals. • Direct government institutions consistently showed higher economic alignment scores (4-5 out of 5) compared to autonomous cultural organizations (1-2 out of 5). • Cultural institutions like the British Council exemplify an important balance - maintaining operational independence while supporting broader national objectives. • Multi-institution models (like those in France and Germany) show varying levels of alignment based on institutional role and proximity to central government. What does this mean for soft power practitioners? 1. The arts, education and cultural sectors occupy a unique position - building lasting international relationships that can drive economic opportunities while maintaining authentic cultural exchange. 2. Language teaching and educational partnerships create enduring networks that support long-term trade and investment relationships. 3. Autonomous cultural institutions often achieve deeper engagement precisely because they maintain distance from explicit economic goals. 4. The most effective approaches coordinate across sectors while respecting distinct institutional roles. With economic growth as a clear UK Government priority, the challenge and opportunity lie in leveraging our soft power assets effectively while preserving the authentic relationships and trust that make them valuable. The ICR Research findings suggest successful models tend to be those that: - Maintain clear institutional roles. - Allow appropriate autonomy for cultural organisations. - Create frameworks for coordination across arts, education, business and diplomacy. - Recognise that different types of institutions can serve different aspects of national strategy.
