The NIHR ARCs together with the HealthInnovation Network have published the findings of 14 projects, which identified and tested promising innovations to support new ways of working in the NHS post-pandemic. The NHS Insights Prioritisation Programme (NIPP) was launched in 2021 to contribute to the recovery from COVID-19, build resilience and deliver benefits to patients. Health Innovation Networks and the National Institute for Health and Care Research Applied Research Collaborations (#NIHRARCs) partnered on the projects, benefitting from each other’s unique skills and links with system partners. Each received a share of £4.2m funding from NHS England and the Accelerated Access Collaborative. The partnerships tested and evaluated innovative approaches within their local Integrated Care Systems. Each project focused on one of four priority areas: remote consultations, remote monitoring, service delivery, and workforce. Stakeholder exchange and peer learning can be key success factors in health policy implementation. Last Friday we gathered to discuss challenges in the European level and presented many initiatives focusing on health workforce upskilling and upscaling. 🍃 🔧 On 18 October 2024, EHMA participated in the event 'Strategia di sviluppo delle competenze per il personale sanitario: le sfide Europee per il futuro' (Strategies for the Skill Development of the Health Care Workforce), organised by IRCCS Istituto Romagnolo per lo Studio dei Tumori "Dino Amadori" - IRST Srl with the support of ProMIS - Programma Mattone Internazionale Salute. The event aimed to foster valuable dialogue between healthcare professionals, experts, and stakeholders across various levels. It showcased best practices from European projects focused on upskilling, reskilling, and task-shifting to enhance the skills of the healthcare workforce. Additionally, the discussions centred on how to ensure that training programmes remain sustainable, integrated, and adaptable to future healthcare needs. The event was an important opportunity for exchanging experiences and knowledge, ensuring that Europe’s healthcare workforce is prepared for evolving challenges, such as digital transformation and sustainability. EHMA Vice-President Dr. Eszter Kovacs, Assistant Professor at Semmelweis University, presented two key projects — H-PASS and TaSHI —demonstrating the importance of task-shifting and its role in improving healthcare delivery. Federica Margheri, Interim Executive Director of EHMA, presented the BeWell Project, which aims to support the upskilling and reskilling of healthcare professionals across Europe. She also highlighted the ongoing Online Public Consultation for the BeWell project, encouraging stakeholders to participate and contribute their insights. Strengthening Local Innovation-Implementation Ecosystems: Learnings from Four Healthcare Innovation Hubs! I. Inovation Hubs In 2021, the Health Foundation launched the Adopting Innovation Programme to help NHS staff become better adopters of innovation. The programme funded four ‘innovation hubs’ across NHS provider organisations in England II. Key Insights 1. Integration into Local Systems Hubs established themselves within local healthcare settings, each with complex innovation-implementation ecosystems. Through development and adaptation to challenges, the hubs identified their added value and built a case for sustainability by integrating into the local system 2. Core Functions Each hub started from a different place but converged towards integrating more closely with local systems, offering three core functions: central coordination, information dissemination, and catalysing partnerships 3. Common Activities All hubs selected from a similar suite of activities, including developing tools for innovators, bespoke innovator support, educational offerings (e.g., staff training, webinars), relationship building, patient and public engagement, and signposting to resources. These activities were chosen for their practicality and acceptability, building on previous experiences 4. Focus on Development While one of the original goals was to promote accelerated adoption of innovation, this was not specifically achieved during the evaluation period. The hubs spent more time developing themselves, identifying their offer and added value, and planning for sustainability III. Lessons Learnt 1. Navigating Complex Ecosystems Complex innovation-implementation ecosystems can be navigated by stakeholders willing to engage in strengthening the system using creative and flexible approaches 2. Core Functions for Success For innovation-implementation ecosystems to operate successfully, there must be a means to coordinate, inform, and convene the work of individuals, groups, and organisations, as represented by the three core functions of the hubs 4. Integrated Care Systems While the ICS is a natural place for the functions of hubs to sit, it is unclear whether and how the ICS, as currently constituted, will have sufficient capacity to support this 5. Limited Evidence Evidence about how local innovation-implementation ecosystems function and how to strengthen them is limited 6.
