Focusing on 1) Team, 2) Market, and 3) Technology ("in that order"), the framework gives an excellent overview of the defense technology landscape that any startup founder or investor should understand intimately. On Team, Shield uses 8 screening questions, including: "- Who is the end user for this product and how many end users are there? - Which program executive office(s) support the users? - Do you have an empowered champion inside the system who will fight bureaucracy to see it adopted?"
