On this day 200 years ago, the first Rivers and Harbors Act became law.   The Rivers and Harbors Act authorized improvements for navigation on the Mississippi and Ohio rivers on May 24, 1824, recognizing the vital importance of maintaining navigable waterways for commerce and transportation. Over the past 200 years, Congress and administrations have continued to pass laws broadening the USACE Civil Works’ missions and responsibilities, bringing us to where we are today. Investing in our nation’s infrastructure on the inland waterway system is critical to the success of our economy. In 2019, 514.9 million tons of waterborne cargo transited America's inland waterways, valued at $134.1 billion. More than 60% of the nation’s grain exports move by barge, helping our agricultural exports stay competitive in global markets.   85 years after the initial construction, Lock & Dam 25 in the St. Louis District is currently in construction to add an additional lock chamber (1,200-ft.) to increase reliability and safety on the inland waterway system.

All ~3 days of full drafts were fun while they lasted because we are back at the bare minimum as the Mississippi at St. Louis creeps back into the -2' area in the coming days. Taking draft & tow restrictions into consideration this reduces capacity by 45%. A 25 barge tow at full drafts can carry 2mbu of #soybeans to the Gulf. Enbridge’s Line 6 – a 750km crude oil pipeline – spilled 70,000 gallons of oil in Wisconsin. The Line 6 oil spill was found the very same week that permits were approved for Enbridge’s Line 5 reroute, highlighting the unacceptable risks involved and the need for a responsible review process. The Bad River Band of Lake Superior Chippewa and its allies have taken legal action against the Wisconsin Department of Natural Resources (DNR) decision to grant the new Line 5 permits. Right now Line 5 trespasses within the boundaries of the Bad River Band of Lake Superior Chippewa reservation, but the proposed reroute would cross the river outside of the reservation and still place the land, water and people at risk if – or when – an oil spill like Line 6 happens. The Bad River Band of Lake Superior Chippewa says in the lawsuit that the approval of the permits is illegal because Enbridge didn’t show how it would minimize harm to state waterways and wetlands. Every year they hold an annual wild rice harvest, and Bad River Band members hunt and gather from the land all year. “They failed to consider our tribe, our water quality, and the natural resources of the entire Bad River watershed. As a tribal chairman and an elder, it’s my responsibility to protect the generations still to come.
