In this clip, Jennifer Newman explains that there is a link between extreme temperatures and low wind speeds; both extreme temperatures and low wind speeds are associated with a common atmospheric phenomenon, a high pressure system. So when you have these high pressures in place at the surface, they tend to divert clouds.
