While steel companies are setting ambitious goals—two-thirds aiming for net-zero—achieving these aspirations demands more than ambition. Key Insights: * Roadmaps in Focus: Nearly all major steelmakers have decarbonization roadmaps, yet the level of detail varies widely. Robust strategies require clear investment timelines, scaling plans, and actionable steps to transition from high-emission to low-carbon steelmaking. * Challenges to Overcome: Scaling technologies, securing resources, and creating demand for low-carbon steel are critical. Additionally, phasing out emission-intensive plants is essential to avoiding excess capacity while ensuring an equitable transition. * Policy Gaps: Policies must align with industry needs, addressing infrastructure gaps, incentivizing innovation, and fostering demand-side measures to support the market for low-emission steel. The Path Forward: Meeting the Paris Agreement goals will require policies that drive innovation and scale-up of technologies while ensuring competitiveness for low-carbon steel. The steel industry is at the forefront of decarbonisation, with over 90% of steelmaking capacity located in countries committed to net-zero targets. Most major steel producers have established ambitious decarbonisation goals, with two-thirds targeting net-zero emissions and many adopting Scope 1 and Scope 2 targets alongside detailed decarbonisation roadmaps. However, the comprehensiveness of these plans varies, with some lacking clear timelines for necessary investments and technologies. Decarbonising the steel sector presents interconnected challenges, including scaling up technologies, securing resources, ensuring investments, creating markets for low-carbon steel and phasing out emission-intensive plants. Many low carbon breakthrough technologies remain uncommercialised, while the higher cost of low-carbon steel requires a price premium. Effective decarbonisation requires policies that address these challenges, including closing infrastructure gaps, supporting innovation and fostering demand for low-carbon steel. Moreover, policies must enable the closure of emission-intensive facilities while managing the transition to low-carbon steelmaking and mitigating risks of exacerbating excess capacity.

𝗖𝗮𝗿𝗯𝗼𝗻 𝗣𝗲𝗿𝗳𝗼𝗿𝗺𝗮𝗻𝗰𝗲 𝗮𝘀𝘀𝗲𝘀𝘀𝗺𝗲𝗻𝘁 𝗼𝗳 𝘀𝘁𝗲𝗲𝗹𝗺𝗮𝗸𝗲𝗿𝘀: 𝗻𝗼𝘁𝗲 𝗼𝗻 𝗺𝗲𝘁𝗵𝗼𝗱𝗼𝗹𝗼𝗴𝘆 by Simon Dietz, Ali Amin, Hayeon Cho, Antonina Scheer; Transition Pathway Initiative (TPI) This #note has described the #methodology followed by the #TPICentre in carrying out #CarbonPerformance assessments of steel #companies. It also outlined a #method used to separately assess #steel companies on primary and secondary #emissions intensity #benchmarks. This will enable #investors and other #stakeholders to better understand the different #decarbonisation #challenges facing each #production route. The split benchmarks provide primary #steelmakers with a higher threshold for alignment compared to the combined benchmarks, due to the removal of #secondarysteel emissions and production. Conversely, the split benchmarks enable a stricter #assessment of secondary steelmakers who have a much lower emissions intensity starting point. The Carbon Performance assessment is designed to be robust yet easy to understand and use. The #methodology builds on the #SDA, which compares a company’s emissions intensity with sector-specific benchmarks that are consistent with international #targets (i.e. limiting #globalwarming to 1.5°C, well below 2°C, and the sum of #NationalPledges). TPI Centre uses the modelling of the Mission Possible Project (#MPP) to calculate the steel emissions intensity benchmarks. The principal #challenge in the #steelsector, relative to other sectors whose carbon performance TPI Centre is assessing, is inconsistent reporting of emissions and steel production, particularly in terms of whether emissions disclosures are #steelmaking-specific or #operations-wide, whether production is measured in tonnes of #crudesteel, an equivalent measure or something different and whether #disclosures cover all or merely a subset of a company’s production facilities. The development of emissions intensity benchmarks for primary and secondary steelmaking acknowledges their distinct decarbonisation challenges. While increasing the share of #scrapsteel can lower carbon emissions, scrap steel alone cannot plausibly meet global steel demand. A challenge that this methodology raises is its reliance on additional disclosure from steelmakers that produce both primary and secondary steel.
