CVE-2022-26923 is all about AD not validating DNS names to be matching the Machine Account name (the ones ending in $). Since AD CS uses the DNS names as the Subject Alternate Name in a certificate request, any low privileged user with machine quotas above zero can spoof the DC and request a certificate as the DC Machine Account.
