The Railway Guidelines are now the "LMT Guidelines" (Land and Multimodal Transport Guidelines)! 🚂 The European Commission just published the draft of the revised guidelines. The scope of the guidelines is now broadend and include all transport modes that are less polluting than road-only transport (including inland waterway). Let's see what has changed - I am particularly excited because E.CA Economics, together with partners, contributed to the revision of the guidelines by an impact assessment support study. Joop Koppenjan, Alfons van Marrewijk, and I contributed with a chapter about the #Netherlands. Whilst this is very interesting reading, I cannot find anything on the possible negative impacts of implementation of solutions such as this. Reliability, robustness adding a point of failure if the system goes down for a length of time leaving vehicles stranded. Possible issues if oversized loads are using the road that might interfere with overhead lines. road maintenance that will have increased costs and restrictions for ground mounted solutions.
