Without going into too much detail, I'd like to explain how the concept of level of effort equates to talent acquisition. Similar to any service which delivers a task, level of effort is a fluid concept which varies. If a sales engineer delivers a level of effort to a customer on a software integration there are many factors which can determine the amount of time and effort. Talent acquisition works the same way, a LOE for a software integration for a federal civilian contract does not equate to the LOE for a tier 1 help desk support an IC customer.
