Skills card changes will mean fewer labourers. Major changes to the CSCS skills card scheme will see fewer labourers on construction sites. The new regime will take effect from next February and will see the initial labourers card reduce from five years to two years. The move is designed to encourage new construction entrants to sign-up to the CSCS trainee red cards instead and continue their skills development rather than remain at labourer level. Garry Mortimer, Executive Director of Operations at CSCS Cards Limited said: “The competence of the construction workforce is at the heart of the Building Safety Act. “These changes better align with the competency expectations of the Act as they will encourage more new entrants to start their career not on the Labourer card, but on one of CSCS’s red cards, which demonstrate to employers that the card holder is on a recognised training pathway that supports long-term career progression.” The CSCS said labourer cards are currently “oversupplied” with 500,000 currently in circulation. Important Update on CSCS Labourer Card Changes – Effective February 1st, 2025 From February 2025, CSCS is adjusting the Labourer card to align with industry standards and regulatory changes under the Building Safety Act. Here’s what construction companies need to know: First-Time Applicants: Labourer cards for new applicants will initially be reduced from five years to two years. After this period, applicants who continue in labouring roles can renew their card for the full five years by providing evidence of employment in a labouring role. CITB Health, Safety, and Environment Test: The validity of this test—required for the initial two-year Labourer card application—will be extended to three years, making it valid for renewal. Current Labourer Card Holders: Cards issued or renewed before February 2025 will remain valid for the full five-year term. However, upon renewal, applicants must provide evidence of employment in a labouring role. Renewals After February 2025: Labourer cards renewed after this date will be valid for five years, with evidence of employment in a labouring role needed upon renewal. These changes reflect the Building Safety Act’s emphasis on competence in construction, ensuring workers have the necessary skills, knowledge, and experience. The adjustments also address the oversupply of Labourer cards, focusing on those performing genuine labouring duties. Industry Boards are going to be established - to be the standard setters, but will they have the same resourcing and clout as the WDC have? Waihanga Rau have done an amazing job - and pretty much it is the one thing the whole of construction agree on - they have achieved a lot - and now they are going to be gone. All that money, all that time and effort to establish them and pffff up in a puff of smoke. Looks like a LOT more consulting in 2025 - if that just means we get a chance to talk to a brick wall - count me out. It's the 20th of December and the new version of the plumbing, gasfitting and drainlaying apprenticeship starts mid January 2026. Te Pūkenga and @ICE (Industry Connection of Excellence - owned by Skills) still have not told us what the fees are going to be. Poor, poor, poor!! Also looks like workplace assessment at ICE (owned by Skills) isn't going to be straightforward. They don't want to share the sandpit and seem to be thinking they can insist on assessment being done by them - this was NOT the intention of the change - work place assessment should be able to be done by anyone who has completed the appropriate qualification. It's time that our learning institutions accepted they are the tail, NOT the dog.

🏠 The Construction Industry Training Board (CITB) and the National House-Building Council (NHBC) have announced plans to launch 32 new 'Homebuilding Skills Hubs', which will deliver fast-track training to 5,000 new construction apprentices per year, reports Josh Mellor in FE Week. 🛠️ Both bodies will work with the government to deliver a £140m investment in the hubs, which will provide "realistic working environments" for training for key construction trades, including bricklayers, roofers, plasterers, scaffolders, electricians, carpenters and more, according to a government press release. 🗣 Roger Morton, Director of Business Change at NHBC, promised that their investment would "train quality apprentices and help shape the future of UK house building", while Tim Balcon, Chief Executive of CITB, said that the programme would be tailored towards "equipping individuals with the skills they need to be productive on site in the most efficient way." #skills #construction #housebuilding https://lnkd.in/d7WHiBvN

Two projects will share more than $6 million through the Skills Development Fund (SDF) to train more than 1,000 carpenters in Vaughan and across Ontario. “SDF has been instrumental with supporting the next generation of Ontario’s skilled tradespeople, such as CCAT’s Formwork and Scaffolding Work-Ready Programs. This investment will help recruit, retain and employ the apprentices that will build the future of our province,” said Nicole Ross, executive director – College of Carpenters and Allied Trades. With about 1,200 carpentry vacancies across Ontario, the two projects will train over 1,000 jobseekers in highly in-demand carpentry fields facing acute labour shortages. Managed by the Carpenters’ Regional Council (CRC), the first project will use $5.5 million to train over 750 jobseekers and apprentices with a combination of on-the-job training and in-class learning, including preparing for their Certificate of Qualification Red Seal exam. Through the College of Carpenters and Allied Trades (CCAT), $894,824 will be used to provide upskilling programs to 312 jobseekers in carpentry skills related to formwork and scaffolding, which are essential in non-residential construction and which are also experiencing an acute labour shortage across Ontario. https://lnkd.in/g4tRXfq3
