This November, California voters will decide on Proposition 5, a crucial constitutional amendment that EAH Housing strongly supports. This measure proposes lowering the voter approval threshold for local bonds funding affordable housing and public infrastructure from 66% to 55%, making it easier to secure funding for essential projects. Proposition 5 would also require annual audits to ensure that funds are used appropriately. Yesterday, the Chamber of Deputies approved a housing reform aimed at creating a system for affordable homeownership and a rent-to-own program. While the reform is anticipated to be published in the official gazette next week, following approval by the Senate and state legislatures, additional secondary legislation will still be required to fully implement the new law. The 2024 Legislative Session had an inordinate number of bills proposed to incentivize the construction of housing (particularly low- and middle-income housing) in Connecticut with a number of “big ideas” that grabbed headlines. 4 days before the BC election, the costed conservative platform was finally released. Increased deficits to start, balance around 2030 - 2032. As for housing, a lot of posturing and specific is the STEP Code requirement for building and zoning Bill 44 provisions. There is also a commitment to look at and reduce DCC's and permitting time but a lot to dig through. Overall, where does the end buyer end up? It's all about delivering housing to the market, and the impacts of any changes are 12 months + out.

In almost every case, the argument for preemption has been that it supports more uniform regulation rather than a patchwork that makes compliance difficult. When it comes to housing, there should be a way for state governments to consistently and coherently apply preemption, limiting the kinds of rules that can be made by local governments, that results in better outcomes for people who need housing?
