From "Education for Human Capital Development" to "Education for Flourishing" Don Berg shared this article by Frank Martela on the movement to replace HCD with Flourishing as the central aim of education, which is really refreshing because HCD is a wolf in sheep's clothing that is accelerating economic inequality and oppression of vulnerable people in the world (despite claiming to enrich people) Two observations: 1. Unfortunately, this article is still based on the premise of the compulsory schooling model of education (focused on professional teachers responsible for the delivery of a curriculum developed by some authorities) which can never work. That model arose from the precursor of HCD, where states wanted to "mould" obedient citizens who would be capable workers. HCD merely refined the latter part of that goal. There are different ways of supporting the educational choices of people (especially young people) that respects their agency, autonomy, consent and dignity 2. The article briefly mentions a Human Rights based approach, but this is a really strong lever. I believe every treaty in international Human Rights law is supportive of human flourishing. And because states have ratified those treaties they are obliged to respect, protect and strive to realize those rights. Being the founder of the International Ambedkarites’ Network (IAN), I am working for educational justice, which is the need of the hour. I observed that there is a need for educational justice because the contemporary system of education has been creating a new kind of hierarchy; unfortunately, marginalized sections are at the bottom. However, education is a fundamental right in India. The makers of the Indian Constitution were aware of the importance of education, which is why they included Article 41 in the Directive Principles of State Policy, making it the state’s responsibility to provide education to all. Later on, the Right to Education Act (RTE) was enacted by the Parliament of India on August 4, 2009, describing the modalities of free and compulsory education for children between the ages of 6 to 14 years under Article 21A of the Indian Constitution. India became one of 135 countries to make education a fundamental right for every child when the act came into force on April 1, 2010. Professor Mostafa Ewees, who has been working on educational psychology at Stanford University in the USA for a decade, argued that the value of higher education should not be measured mainly, if at all, by the income you get at a job based on your degree. Yes, higher education should mean a more secure personal economic picture, but that should not be the main reason you initially sought a higher education. Understand your formal education as the beginning of a lifetime of learning and understanding the world around you, and rise above concern for material gain. Addressing Challenges in Delhi School’s Class 9 Education There has been a noticeable surge in the number of students enrolled in class 9 in Delhi Government schools, presenting a concerning trend. Recent data from the Delhi Directorate of Education reveals staggering figures: over 1 lakh class 9 students failed their annual examinations during the 2023-24 academic session. Additionally, more than 46,000 eighth graders and 50,000 Class 11 students did not pass their exams. These statistics were disclosed in response to an RTI application filed by a PTI Bhasha correspondent. Specifically, 1,01,331 class 9 students failed in the academic year 2023-24, compared to 88,409 in 2022-23, 28,531 in 2021-22, and 31,540 in 2020-21. When considering the broader CBSE school system, the situation remains troubling. Education experts and the education department attribute this issue to the no-detention policy mandated by the RTE Act. This policy allows students to progress automatically to the next grade without passing exams, potentially reducing their incentive to engage deeply with their studies. Consequently, vacancies in class 9 are limited, leading to overcrowded classrooms. However, recent amendments to the RTE Act now grant state governments the authority to introduce exams in classes 8 and 5. Some states have begun implementing these changes, which are expected to address issues in these grades. Yet, the fundamental solution lies in enhancing teaching and learning practices within these schools. Teachers must be held accountable, and rigorous monitoring of educational outcomes throughout the year is crucial to ensure no child is left behind. The alarming learning levels highlighted by the annual National Assessment Survey underscore the urgency of reforming India's education system. Early education plays a pivotal role in shaping future success, as demonstrated by the economic progress of South Asian countries like South Korea and Japan, who prioritized quality schooling in their developmental years. India must heed these lessons to secure its future as a global leader. Improving our school education system without delay is essential for making a lasting impact on human history and fostering the well-being of our people. Really interesting report published today by the Institute For Fiscal Studies highlighting funding pressures on 16 to 19 and the upcoming growth in the cohort. Layer on top the uncertainty of qualification reform and significant operational challenges with maths and English changes to conditions of funding and this is becoming a really tough part of the market. Sadly the report doesn’t mention independent training providers who now deliver nearly £200m of 16-19 classroom based provision to the most disadvantaged & disengaged young people. Many of our AELP members already have demand which outstrips funding allocations with more capping this year that I can remember. This critical 16 to 19 provision delivered by ITPs still seems to me to be FE’s best kept secret. About time we shouted more about it. Without ITPs the appalling NEET numbers would be sadly even more significant.
