The State Fund for Decarbonization and Energy Efficient Transformation has been unable to start working in Ukraine for five months. It was officially launched on January 1 of this year, but in fact, the institution is still not working. EcoPolitics found out that the fund receives money, but it is impossible to use it because the bylaws are not yet ready. In particular, it is necessary for the Cabinet of Ministers to approve the draft resolution "On Approval of the Procedure for the Use of the State Fund for Decarbonization and Energy Efficient Transformation." This is what progress looks like. Infrastructure Australia now requires valuing greenhouse emissions ($/tCO2) in all proposals. This helps in prioritisation when comparing apples with pears. As someone who has been involved, since 2008, in deriving, evaluating and using economic emission values in Energy Infrastructure decision making - I am particularly impressed by: *The thoroughness of the methodology used & detail of this report. I have seen wildly disparate (& questionable) numbers over the years. *The proactiveness of those involved. To not only recognise, but act on and align, in a time effective manner. It could of easily become a rabbit hole. Whilst values are close to AEMC's VER numbers, I do look forward to having one set of national emission values for all Energy Infrastructure Projects.
