Australia Declares Third Offshore Wind Zone, Initial Area Size Reduced The final area is located at least 15-20 km from Victoria’s coast and covers 1,030 square km, one-fifth of the originally proposed zone. The originally proposed area would have spanned Warrnambool in Victoria to Port MacDonnell in South Australia. However, after community consultations with local leaders, industry and community groups, and raising concerns about environmental issues and cultural heritage, the original development proposal was revised to remove an area of South Australia, according to the government. The initially planned area was intended to accommodate 14 GW of offshore wind power, but the government subsequently scaled it down to a mere 2.9 GW of offshore wind capacity, which could power over two million homes. “This is another step closer to delivering our target of at least 2 gigawatts of offshore wind energy by 2032 and will also help us get to net zero by 2045,” said Victorian Minister for Energy and Resources Lily D’Ambrosio. According to the government, the area will create 1,740 jobs during construction and open 870 ongoing operation positions, such as engineers, laborers, technicians, operators, riggers, divers, and administrators. “The Southern Ocean offshore wind zone has the potential to create thousands of new, high-value jobs and help secure cleaner, cheaper, more reliable energy for regional Victoria,” said Chris Bowen, Minister for Climate Change and Energy. Feasibility license applications for offshore wind projects in the Southern Ocean zone will open from 6 March until 2 July 2024. During that stage, developers will conduct detailed environmental assessments and further consultation, including how the project will coexist with the shipping, tourism, and fishing industries. The zone is one of the six the Australian government is considering for offshore wind development, two of which have already been designated as offshore wind zones: one off the Hunter Valley and one in the Bass Strait off Gippsland. The remaining three zones include the Pacific Ocean region off the Illawarra in NSW, the Bass Strait region off Northern Tasmania, and the Indian Ocean region off Perth/Bunbury. Recently, the government launched a consultation on the final zone off the Bunbury region in Western Australia, which has a potential for 20 GW of offshore wind capacity. https://lnkd.in/d6tVdiv3

Portugal's wind resources are not as strong as in more northern floating wind markets such as the UK, France and Norway. Following community engagement and environmental concerns the area is now 1/5 of the original proposed size (reducing the potential generation in the area from 14GW to < 3GW of offshore wind capacity). Despite this reduction of capacity it is great to see continued momentum for the #offshorewind sector with the feasibility licenses in the first declared area of Gippsland just around the corner. Persistence is a valued business quality, but offshore wind developers are making fools of themselves with repeated project cancellations and broken contracts. State governments and the Bureau of Ocean Energy Management are also getting a bad rap for having the rug pulled on their pet projects. About 60 percent of the contracts signed by U.S. offshore wind developers have been canceled since the start of last year. How many eggs to the face is this industry willing to take? The second offshore wind declaration area has been declared for the Victorian coastline today. The declared area is reduced in size to 20% of the original proposed area, due mostly to concerns relating to the proposed declared area's location in the Bonney Upwelling and its importance for blue whale foraging, together with concerns about commercial fishing. It will be interesting to see if this affects the number of Feasibility Licence Applications that are submitted for this area, and ultimately how many developers are awarded licences.
