Love that partnerships within and across sectors is critical to the success of the departments new ECD strategy. The devil is in the details though - so I’m curious though to know what the “new institutional arrangements for public private partnerships” will look like, and what policy frameworks are being considered. In my experience, we like to talk about public private partnerships in SA, although they’re often anything but. Often, non state partners seeking partnerships in the truest sense of the word are treated as donors or service providers. In my view, commissioning and regulatory frameworks will be fundamental from a state perspective, and attractive, sustainable incentives for non-state actors are essential. Interested to hear your experience of PPP’s in SA, from both a state and non state perspective.
