The BfDI highlights the ICO’s Future Foresight program as an area for potential closer collaboration. The Government Accountability Office (GAO) has revealed in a recent report that the backlog of Freedom of Information Act (FOIA) requests at federal agencies has significantly increased, attributing this not only to technological challenges but also to a mix of complex requests, staffing shortages, and litigation risks. With backlogs rising from 14% in 2013 to 22% in 2022, the GAO's audit, spanning from January 2023 to March 2024, highlighted that outdated FOIA management systems and insufficient software are key obstacles in efficiently processing the growing volume of electronic records and complex requests such as emails and internal communications. Despite these challenges, some agencies have successfully leveraged new technologies to streamline processes, notably through robotic process automation, resulting in substantial time savings and improved efficiency.
