Ten changes for the city of Decatur to make in the next 12 months - With next week’s arrival of a new City Manager, there is an opportunity for change over the coming months. Below are 10 changes that city government can implement in one year’s time. Please share your thoughts on how the city can make positive improvements within the next year. 1) Make changes to the city’s animal welfare ordinance that provides further protection to outdoor pets during extreme weather conditions. 2) Renovate the former Wee Folks building and bring a much-needed childcare center to the urban core thereby reducing a major barrier to filling jobs. 3) Modify the utility tax loophole such that Decatur residents will see tax relief from their utility bills. 4) Discuss ways to reduce the record number of alarm calls to the Fire Department. Is now the time to institute a paramedicine program? 5) Develop a plan and work with utility companies so that the Oakley Sediment Basin and the farmland the city owns in DeWitt County can be converted to solar farms. 6) Improve public safety and promote economic development by demolishing no less than 200 delipidated properties in a one-year period. 7) Create redevelopment agreements for the Central TIF (which will be voted on at the May 6 city council meeting) that provide direct benefits to the residents of the neighborhoods within the TIF. 8) Take actions that result in a significant decline in the amount of sediment and nutrients entering Lake Decatur. 9) Collaborate more with Decatur Public Schools to assist in their success. DPS is scantly mentioned in the council's strategic priorities, yet their success is essential to the city's future. 10) Examine why people are leaving Decatur. 19 March, 2024 Battle lines being drawn over Waikawa Beach access A sudden announcement was made yesterday that no decision would be made on the proposed Waikawa Beach Road access project at Horowhenua District Council's meeting tomorrow on 20 March. Mayor Bernie Wanden said on Council's facebook platform that, "unfortunately circumstances have changed in that issue over the last few days." "While we will still talk about it, it won't be as in-depth as anticipated and [we are] unfortunately needing to leave that decision on the table" until council has more time to consider the options. A report attached to the agenda as a "late item" states, "Options 1 and 2 are no longer viable at this stage." Option 1 and 2 included building road access for "4WD vehicles, All Terrain Vehicles (ATV) and tractors" over an informal route that traditionally serviced vehicles accessing the beach from the southern end of Manga Pirau Street. Both options require forming a lease agreement with the owners of Huritini 6B Block that crosses over the proposed road access site. The council report stated it was important the owners of Huritini 6B Block, "are not unfairly subject to criticism from the community as a result of decisions made by Council" and that people don't take matters into their own hands. "There have been reports of community members creating their own paths through sensitive ecological areas to reach the beach, driven over and damaged private land, as well as reports of a sense of fear among some residents about expressing their opinions due to welfare and safety concerns." "Additionally, there have been instances of individuals blatantly disregarding the law, as evidenced by pictures sent to Council Officers." "Police have been involved in monitoring the situation and Council Officers have kept Horizons Regional Council informed of damage and destruction of dunes and plantings." Nothing makes up for experience. But you have to start somewhere and fortunately at calving time in a seasonal system there are soooo many opportunities to learn and upskill. With so many cows calving in the same paddock it is very easy to miss calves cows. This can become a welfare issue if they still have a stuck calf inside them or it can become an economic issue if they are missed and aren’t milked and dry themselves off. Both these happen on farms due to numbers involved, time poor people and lack of understanding/ processes. Identifying cows that have calved is a process like everything else.
