Then hold a meeting with all the staff and explain why there are no raises, and how, moving forward you will work with that goal in mind. Thank them again for all their hard work and dedication. Mean it, say it from the heart, not a script. Most will understand and it will mean quite a bit to them. But make sure next year, you meet that goal of a raise or a bonus!
