President Cyril Ramaphosa has signed the Climate Change Bill into law, outlining South Africa's national response to climate change. The law aims to align policies for a low-carbon and climate-resilient economy, reduce greenhouse gas emissions, and build climate resilience, while minimizing job losses and promoting new opportunities in the green economy. It also strengthens coordination between national departments and provinces, ensuring South Africa meets its commitments under the Paris Agreement. Additionally, the law establishes the Presidential Climate Commission to advise on climate change response and ensures provinces and municipalities play a role in mitigation efforts, as South Africa experiences climate change impacts across various sectors, which could disproportionately affect poor communities and hinder development goals. The newly signed bill has garnered widespread acclaim and support from a diverse range of stakeholders, including labour organisations like COSATU, environmental NGOs such as the World Wildlife Fund (WWF), and independent bodies like the Presidential Climate Commission (PCC) and the Energy Council. South Africa's long anticipated Climate Change Bill is on the cusp of completing the parliamentary process. After almost 6 years in the making, the Bill was adopted by the National Council of Provinces on 25 April 2024 and will now be sent to Rhamaposa to be signed into law. The Bill represents the country's first comprehensive framework legislation for climate change. It is aligned with the country's #NDP under the #ParisAgreement and expected to catalyze South Africa's transition to a low-carbon climate resilient economy. For government, the Bill proposes an alignment of policies across national, provincial and municipal spheres and makes provision for various fora to ensure adequate institutional arrangements and alignment. For the economy, it seeks to s to adapt institutions in facing the climate change crisis. The Bill is also aligned with the country's Constitutional #environmentalright and requires government to consider the special needs and circumstances of localities and people that are particularly vulnerable to the adverse effects of climate change, including vulnerable workers and groups such as women, especially poor and rural women, children, especially infants and child-headed families, the aged, the poor, the sick and persons with disabilities. While there is room for improvement, the Bill is a necessary and positive step in the right direction towards addressing South Africa's climate risks.
