Passive House building standards are some of the highest and not easy to hit. The idea is to take advantage of all of the passive building strategies first before investing in high efficiency lights and HVAC equipment and especially on site renewable energy production. Invest in the building envelope first because it's the biggest bang for the buck and impacts the performance of the structure for its entire life.
