Today, the government has submitted a legislative proposal for a new Act regarding offshore wind power projects in the Finnish exclusive economic zone (EEZ) to the Parliament. It is proposed that the new Act shall enter into force on 1 January 2025. The new Act aims to resolve current issues related to offshore wind farm projects in the EEZ, particularly concerning the determination of project areas and the selection of developers/operators in compliance with EU State Aid rules. The goal is to promote offshore wind energy in the EEZ. A key objective of the proposal is to ensure that the process for granting offshore wind energy rights is fair, transparent, and predictable. From the Baltic ports with love 💚 Today I moderated a panel discussion at the Wind Works 2024 conference in Riga. We discussed the role and need of ports in the success of the offshore wind industry. It was a good discussion both about concrete plans, but also financing, sharing risk between private and public financing, as well as lead time for port development. In my view, I often see offshore wind being projected a bit too "simple". There are high political goals of this and that amount of GW offshore wind capacity by this and that year. And definitely we need that! However, we also have to remember that there is an entire supply chain that needs to be ready to reach those ambitious goals, and ports play a big role in that supply chain. So from Baltic ports with love 💚 but also with conditions, because we need time to be ready. And we would love it if the industry could agree on some sort of standard for the wind turbines, cause the larger the elements, the more challenging it becomes for us as ports to provide the infrastructure that the industry needs for successful offshore wind projects. What’s new compared to the 6(!) 'special bills offshore wind' proposed in the current 22nd National Assembly? 1️⃣ 𝐓𝐫𝐚𝐧𝐬𝐦𝐢𝐬𝐬𝐢𝐨𝐧 𝐟𝐞𝐞𝐬: This special bill proposes shared transmission facilities where offshore wind developers will 𝐩𝐚𝐲 𝐜𝐨𝐧𝐧𝐞𝐜𝐭𝐢𝐨𝐧 𝐟𝐞𝐞𝐬 to transmission operators. 2️⃣ 𝐄𝐧𝐯𝐢𝐫𝐨𝐧𝐦𝐞𝐧𝐭𝐚𝐥 𝐚𝐩𝐩𝐫𝐨𝐯𝐚𝐥𝐬: For designated development zones, the bill slashes through environmental and marine impact assessments, allowing 𝐜𝐞𝐫𝐭𝐚𝐢𝐧 𝐬𝐭𝐞𝐩𝐬 𝐭𝐨 𝐛𝐞 𝐰𝐚𝐢𝐯𝐞𝐝. 3️⃣ 𝐑&𝐃 𝐚𝐧𝐝 𝐠𝐥𝐨𝐛𝐚𝐥 𝐜𝐨𝐦𝐩𝐞𝐭𝐢𝐭𝐢𝐯𝐞𝐧𝐞𝐬𝐬: The bill is pushing for offshore wind demonstration zones and specialised research designations. Good news from South Korea 🇰🇷 Recognising the need to accelerate progress towards its 14.3 GW Offshore Wind target, the government is addressing previous permitting delays and regulatory hurdles. The new plan introduces a series of tenders starting this October, with a goal to auction 7-8 GW of capacity by mid-2026. Key improvements include shifting tender dates, expanding evaluation criteria, and introducing a public-led bid market. The Norwegian government has proposed NOK 35 billion (approximately EUR 3 billion) for a support scheme dedicated towards the first commercial floating offshore wind tender within the Vestavind F and Vestavind B areas. According to the press release, the government is making progress in following up on its ambitious plan to allocate project areas for 30 GW of offshore wind by 2040. Norway plans to conduct the next tendering round for offshore wind in 2025. After that, the government intends to hold regularly scheduled tendering rounds and state aid competitions leading up to 2040. Recently, the government held a public consultation on the proposed support scheme models for the areas Vestavind B and Vestavind F. “Norway has an enormous potential for floating offshore wind on its continental shelf, but because the technology remains immature and costly, state support is required to accelerate its development. That is why we are proposing an ambitious support scheme. The support scheme will enable the delivery of more power to Norway and pave the way for a new industrial adventure”, said Norway’s Minister of Petroleum and Energy, Terje Aasland. The Norwegian Water Resources and Energy Directorate (NVE) has been tasked with conducting a strategic impact assessment of 20 areas that may be suitable for the development of offshore wind. The strategic impact assessment of areas Vestavind F, Vestavind B, and Sørvest F is planned to be completed by November this year, while the assessment for the remaining 17 is set to be finalised by June 2025. In March, the government announced that the award of 1.5 GW of floating wind capacity in Norway, which was planned for this year, will be held in 2025. https://lnkd.in/eXiCFBdR
