Yesterday I was thrilled to attend the Policy Network Conference which was expertly planned and managed by the Impact Policy Network My key takeaways were ensuring we use a mixed economy of options to ensure we capture accurate insights during public consultations. Knowing what people think and feel is important but then effectively managing this input is essential for building trust and creating policies that resonate with and serve our communities. I was particularly inspired by the emphasis on using co-production and early engagement to ensure EDI is central to the work we do. I was looking at the websites of municipalities in Newfoundland and Labrador, and I came across the public engagement section of the City of St. John’s website. It states that “Engagement between the City and its citizens is an essential component of an effective municipal government.” The evidence does indeed support this – engaged communities bring many benefits. The obvious ones are improved trust in government and increased support for public policy decisions. There is also evidence to show that people in engaged communities are healthier and happier. The City of St. John’s has developed an entire framework to deliver on their commitment to public engagement. So if public engagement is an essential component of an effective government, what are other essential components of an effective government? I have made it my mission in life to answer this question, and to develop a web application to deliver these essential components, to help governments and public institutions to govern more effectively. Based on thousands of hours of research, thought and practice, I have come to believe that the essential components of effective government are: Public Engagement: Inclusion; Transparency; Equity; Environmental, Social and Economic Sustainability; Consensus Building, and Reliance on Evidence. Accordingly, it is important for policy professionals to have access to a diverse suite of people-centred methods, from gentle and compassionate techniques that increase understanding with small groups of people to higher-profile, larger-scale engagements. The image below shows a spectrum of people-centred and participatory methods that can be used in policy, ranging from light-touch involvement (e.g. consultation), to structured deliberation (e.g. citizens’ assemblies) and deeper collaboration and empowerment (e.g. participatory budgeting).
