Like a never-ending story, output and performance indicators prove once again to be a very poor instrument to steer and analyse the results of a policy based on call-for-projects. As this funding mechanism puts forward short-term accountability and paper promises in an austeritarian context where the pressure to spend quickly is huge, it is not surprising that local/national authorities prioritise what's on the market (or in their pipe) over the developement of alternative projects. And eventually play a bit with the figures. To adress the emergencies of climate change, why not be bold and allocate again a portion of these funds to full-public programmes that will not only spend but also plan, develop and run the projects deemed useful by the community ? Why stick to existing, and unsatisfactory projects, if we could experiment less-intermediated forms of funding ?

Agreed, land tenure and title security is paramount. It critically important on so many fronts not limited to:- - nation building - capacity building - security of investment - and PPPs The old saying ones home is one`s castle can only apply if title security and land tenure exists for the citizen. Absent land tenure the citizen remains extraordinarily vulnerable. Title security is one of the factors that can help an emerging economy evolve into a developed nation. This will be an important conference.
